MINUTES
MOUNTAIN IRON CITY COUNCIL
November 5, 2018
Mayor Skalko called the City Council meeting to order at 6:30p.m. with the following members present: Councilor Alan Stanaway, Sue Tuomela, Steve Skogman and Mayor Gary Skalko. Also present were: Craig J. Wainio, City Administrator; Tim Satrang, Director of Public Works; Amanda Inmon, Municipal Services Secretary; Anna Amundson, Library Director/Special Events Coordinator; Rod Flannigan, City Engineer and SGT John Backman, Sheriff’s Department. Absent: Councilor Joe Prebeg Jr.
It was moved by Skalko and seconded Tuomela by that the consent agenda be approved as follows:
- Approve the minutes of the October 15, 2018, regular meeting as submitted.
- That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.
- To acknowledge the receipts for the period October 16-31, totaling $298,662.81 (a list is attached and made a part of these minutes).
- To authorize the payments of the bills and payroll for the period October 16-31, totaling $291,068.42 (a list is attached and made a part of these minutes).
The motion carried.
Public Forum:
- No one spoke during the forum
The Mayor reported on the following:
- Big thank you to wife, Claudia Skalko, for all the support throughout/over the 16 years as Mayor
- Since last meeting, several horrible events have happened throughout the Country, currently scary times as Pipe bombing targeting former ranking officials, people gunned down in a place of worship, a Synagogue in Pittsburgh, PA, regardless of party affiliation something has to change, quoting Abraham Lincoln “A house divided, cannot stand.” We do not want history to repeat itself, things must change.
- Condolences to the family and friends of Aila Esther Brunfelt
- Condolences to the family and friends of Jerome “Jerry” Kolstead
- Condolences to the family and friends of Steven Sokoloski
- Tour conducted through the Iron Range Tykes Learning Center, Friday, October 26th, during “Open House,” with opening on Thursday, November 1st
- Congratulations to the MIB Football team-Section 7 9-man Championship, playing Saturday, November 10th in Bemidji against Stephen-Argyle
- New Convention Center, Pub & Brewery to be located in Rock Ridge area near new Hotel
It was moved by Skalko and seconded by Tuomela to schedule a Labor Management meeting on Wednesday, December 5th at 2:00pm, the Mountain Iron Community Center with the Local 453 Union Leaders, with Councilor Skogman and Mayor Skalko. The motion carried with Councilor Prebeg absent.
City Administrator:
- Working with McGrath Consulting on Fire Study presentation
- Preliminary application for next phase of slip-lining throughout CDBG program was approved, at next meeting Resolution for final steps
It was moved by Skogman and seconded by Tuomela that the liquor and cigarette license applications for the period January 1, 2019 through December 31, 2019, be approved and issued to the establishments pursuant to the approval, where necessary, of the Liquor Control Commission and pursuant to the payment of all outstanding taxes, license fees, and utility charges:

The motion carried with Councilor Prebeg absent.
It was moved by Stanaway and seconded by Skogman to enter into the Joint Powers Agreement with the Local Energy Efficiency Program (LEEP), allows the City to access a master contract with qualified engineering firms (Contractors) along with technical and contractual assistance to help complete investment grade audits (IGA) for local units of government. The motion carried with Councilor Prebeg absent.
Director of Public Works
- No garbage pickup on Monday, November 12th due to Veterans Day Holiday
- Monday garbage customers will be picked up on double run Tuesday
- Road closed due to Maintenance on Train tracks

It was moved by Tuomela and seconded by Skogman to approve Change Order No. 1 – Sewer Slip-lining, increasing the project price amount by $12,782.10 for a total project cost of $103,906.60, due to actual measurements and other finding during cleaning and televising phase of the project. The motion carried on roll call vote with Councilor Prebeg absent.
It was moved by Tuomela and seconded by Stanaway to approve Pay Request No. 1 for the Mud Lake Road Water Repair project in the amount of $42,925.28, to George Bougalis & Sons Co., Hibbing, MN. This amount includes withholding of 5% retainage on work completed to date. The motion carried on roll call vote with Councilor Prebeg absent.
It was moved by Stanaway and seconded by Skogman to approve Pay Request No. 7 for the Nichols Wastewater Pond Decommissioning project in the amount of $824.22, to Veit Company, Duluth, MN. This amount includes withholding of 5% retainage on work completed to date. The motion carried on roll call vote with Councilor Prebeg absent.
It was moved by Skogman and seconded by Tuomela to accept the recommendation of the Planning and Zoning Commission and approve the Conditional Use Permit (CUP) for Michael Powell, to build addition onto existing garage that exceeds 900sq. ft. as permitted by the Zoning Ordinance. The motion carried with Councilor Prebeg absent.
It was moved by Stanaway and seconded by Skogman to accept the recommendation of the Parks & Recreation Board and authorize City staff to advertise for a new West II Campground Caretaker for the 2019 camping season. The motion carried with Councilor Prebeg absent.
It was moved by Skogman and seconded by Tuomela to accept the recommendation of the Parks & Recreation Board to authorize the advertisement for Winter workers for Rink Attendants for the upcoming season. The motion carried with Councilor Prebeg absent.
It was moved by Stanaway and seconded by Skogman to accept the recommendation of the Parks & Recreation Board and approve the proposal from the Confluence Firm for the South Grove Complex master plan. The motion carried with Councilor Prebeg absent.
It was moved by Stanaway and seconded by Tuomela to accept the recommendation of the Personnel Committee and approve the employment agreement between the City of Mountain Iron and Anna Amundson for the position of Library Director/Special Events Coordinator. The motion carried with Councilor Prebeg absent.
It was moved by Tuomela and seconded by to approve Resolution #27-18; Setting a Public Hearing for the vacation of Eagle and Falcon Avenue in Parkville, on December 3, 2018 at 6:30pm at the Mountain Iron Community Center (a copy is attached and made a part of these minutes). The motion carried with Councilor Prebeg absent.
It was moved by Stanaway and seconded by Skogman to approve Resolution #28-18; Iron Range Broadband (a copy is attached and made a part of these minutes). The motion carried with Councilor Prebeg absent.
It was moved by Skogman and seconded by Tuomela to approve Resolution #29-18; Municipal Consent, for proposed alignment and cross-sections for construction, reconstruction or improvement of County State-Aid Highway No. 103, within the limits of the City of Mountain Iron (a copy is attached and made a part of these minutes). The motion carried with Councilor Prebeg absent.
It was moved by Stanaway and seconded by Skogman to approve the Audit proposal from Walker, Giroux and Hahne LLC to perform the 2018 City audit. The proposal price is $25,250 for the Governmental Funds and $11,000 for the Enterprise Funds. The motion carried with Councilor Prebeg absent.
It was moved by Skogman and seconded by Tuomela to set a special meeting to canvass the November 6, 2018, General Election results for Thursday, November 8, 2018, at 8:00 a.m. The motion carried with Councilor Prebeg absent.
The council reviewed the list of communications.
The Range Mental Health Center, Inc. requests contribution for their 2018 “Annual Project Warmth,” fundraiser. It was moved by Skogman and seconded by Tuomela to donate $300, to the Range Mental Health Center, Inc. monies to come out of the Charitable Gambling Fund. The motion carried on a roll call vote with Councilor Prebeg absent.
It was moved by Tuomela and seconded by Skogman to donate $250, to the Quad City Food Shelf, monies to come out of the Charitable Gambling Fund. The motion carried on a roll call vote with Councilor Prebeg absent.
North St. Louis County Habitat for Humanity is requesting a donation in support of the “Annual Building the Future with Habitat,” fundraiser. It was moved by Skogman and seconded by Tuomela to donate $500, to the Habitat for Humanity, monies to come out of the Charitable Gambling Fund. The motion carried on a roll call vote with Councilor Prebeg absent.
At 7:17p.m., it was moved by Skalko and seconded by Tuomela that the meeting be adjourned. The motion carried.

- Official polling places within the City of Mountain Iron for the General Election on Tuesday, November 6, 2018 is the Mountain Iron Community Center, polls will be open from 7:00 a.m. until 8:00 p.m.: Precinct 1: Iroquois Room; Precinct 2:Wacootah Room.
