MINUTES
MOUNTAIN IRON CITY COUNCIL
November 1, 2021
Mayor Anderson called the City Council meeting to order at 6:36p.m. with the following members present: Councilor Ed Roskoski, Julie Buria, Joe Prebeg Jr. and Mayor Peggy Anderson. Also present were: Craig Wainio, City Administrator; Tim Satrang, Director of Public Works; Anna Amundson, Library Director/Special Events Coordinator; Amanda Inmon, Municipal Services Secretary; Al Johnson, City Engineer; Bryan Lindsay, City Attorney; and Kevin Friebe, Sheriff’s Department. Absent members: Councilor Steve Skogman.
It was moved by Prebeg and seconded by Buria that the consent agenda be approved as follows:
- Approve the minutes of the October 18, 2021, regular meeting as submitted.
- That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.
- To acknowledge the receipts for the period October 16-31, totaling $236,922.92 (a list is attached and made a part of these minutes),
- To authorize the payments of the bills and payroll for the period October 16-31, totaling $455,338.76 (a list is attached and made a part of these minutes).
The motion carried with Councilor Skogman absent.
Public Forum:
- Mary Pernu, owner of 5623 Oriole Avenue, spoke regarding the public nuisance violation located at her property, along with lack of utilities and RV/Campers at location
The Mayor reported on the following:
- “Trucks & Treats,” looked like it went over well, was able to make it to one location

It was moved by Prebeg and seconded by Roskoski that the liquor and cigarette license applications for the period of January 1, 2022 through December 31, 2022, be approved and issued to the establishments pursuant to the approval, where necessary, of the Liquor Control Commission and pursuant to the payment of all outstanding taxes, license fees, and utility charges:

The motion carried with Councilor Skogman absent.
It was moved by Buria and seconded by Prebeg to accept the recommendation of City Staff and approve the purchase of six Franklin 4-station election-voting booths from Inclusion-Solutions in the amount of $5,643.70, to replace the ones that were damaged at Nichols Town Hall. The motion carried on roll call vote (4:0) with Councilor Skogman absent.
It was moved by Prebeg and seconded by Buria to maintain the City of Mountain Iron’s current coverage, thus not waiving the monetary limits on municipal tort liability established by MN Statute Section 466.04, and to approve the Liability Coverage with the League of Minnesota Cities. The motion carried with Councilor Skogman absent.
Director or Public Works:
- Snow-plows are being readied for the winter season
- Water Treatment plant siding project underway
It was moved by Prebeg and seconded by Buria to approve the recommendation of City Staff and approve Version #1 of Minnesota Power’s Scope at Heliene, at the estimated amount of $21,350. The motion carried on roll call vote (4:0) with Councilor Skogman absent.
It was moved by Buria and seconded by Roskoski to approve the recommendation of the City Staff and approve the proposal from Range Cornice & Roofing for the installation of new gutters and downspouts on the Northeast, North and South side of the Community Center/City Hall building, in the amount of $5,551.00. The motion carried on roll call vote (4:0) with Councilor Skogman absent.

It was moved by Prebeg and seconded by Buria to approve Pay Request No. 2 – for the Proposed Well #3 project in the amount of $138,657.25, to Bougalis, Inc., Hibbing, MN. This amount includes a 5% retainage. The motion carried on roll call vote (4:0) with Councilor Skogman absent.

Fire Department:
- Fire Prevention week – roughly 8 MIFD volunteers worked with neighboring Eveleth Fire Department and Gilbert Fire Department – visited all three schools
- “Trucks & Treats” went over well
- “Spaghetti Feed” fundraiser/benefit for Firefighter Kyle Tomczyk & family

It was moved by Roskoski and seconded by the Mountain Iron Fire Department report as presented. The motion failed due to lack of support.
It was moved by Prebeg and seconded by Buria to approve Resolution #18-21; Approving State of Minnesota Joint Powers Agreements with the City of Mountain Iron on behalf of its City Attorney and Police Department (a copy is attached and made a part of these minutes). The motion carried with Councilor Skogman absent.
It was moved by Buria and seconded by Prebeg to approve Resolution #19-21; Reestablishing Polling Places (a copy is attached and made a part of these minutes). The motion carried with Councilor Skogman absent.
It was moved by Prebeg and seconded by Buria to approve Resolution #20-21; Declaring the Following Real Property as a Public Nuisance: 5623 Oriole Avenue (175-0057-00250) (a copy is attached and made a part of these minutes). The motion carried with Councilor Skogman absent.

At 7:20p.m., it was moved by Buria and seconded by Prebeg that the meeting be adjourned. The motion carried with Councilor Skogman absent.
