MOUNTAIN IRON CITY COUNCIL
NOVEMBER 2, 2015
Mayor Skalko called the City Council meeting to order at 6:30 p.m. with the following members present: Joe Prebeg, Jr., Susan Tuomela, Alan Stanaway, and Mayor Gary Skalko. Absent member: Tony Zupancich. Also present were: Craig J. Wainio, City Administrator; Jill M. Clark, Municipal Services Secretary; Michael Downs, Director of Public Works; Rod Flannigan, City Engineer; and Sally Yuccas, Librarian Director/Special Events Director.
It was moved by Skalko and seconded by Tuomela that the consent agenda be approved as follows:
- Approve the minutes of the October 19, 2015, regular meeting as submitted.
- That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.
- To acknowledge the receipts for the period October 16-31, 2015, totaling $198,528.42, (a list is attached and made a part of these minutes).
- To authorize the payments of the bills and payroll for the period October 16-31, 2015, totaling $342,080.95, (a list is attached and made a part of these minutes).
The motion carried on the following roll call vote: Prebeg, yes; Zupancich, absent; Stanaway, yes; Tuomela, yes; and Skalko, yes.
No one spoke during the public forum.
The Mayor offered condolences to the families of Joseph Johnson and Larry P. Johnson.
It was moved by Prebeg and seconded by Tuomela that the liquor and cigarette license applications for the period January 1, 2016 through December 31, 2016, be approved and issued to the following individuals and business establishments pursuant to the approval, where necessary, of the Liquor Control Commission and pursuant to the payment of all outstanding license fees and utility charges:

The City Administrator reported on the following:
- Governor’s Deer Opener. The City would be hosting the event on Thursday, November 5, 2015.
- Range Recreation Civic Center/Curl Mesabi. Would be hosting NBC Sports for the filming of Curling Night in America in the beginning of December for about a week.
- IRRRB. Gave approval to the Sweetwater Project and the Economic Development Authority Housing Project.
- Calendar Parking. November 1st until April 1st.
It was moved by Stanaway and seconded by Tuomela to authorize City Staff to sell the following surplus property through Oberfoell Auctioneers Do-Bid.com:
- 1985 Chevrolet Pickup Truck (Fire Department)
- 2003 Chevrolet Tahoe (Buildings and Grounds)
- 2011 Ford Crown Vic (Street Department)
- Various emergency equipment used to outfit old squad cars (Sheriff’s Department)
The motion carried with Zupancich absent.
The Library/Special Events Director reported on the following:
- Library. Presented the October 2015 report to the Council.
- Activities: Tuesday at 11:00 a.m.-Story Time for Toddlers
Wednesday-TOPS group meets
- Saturday. The library is now open from 10:00 a.m. to 2 p.m.
- Food Shelf. The library is a drop off site for the Quad Cities Food Shelf.
- Halloween Carnival. Updated the Council on the event and thanked the groups for participating and helping for the carnival.
It was moved by Prebeg and seconded by Tuomela to authorize payment request number four for the Mountain Iron Drive Street Improvement Project to Mesabi Bituminous in the amount of $87,700.37. The motion carried on the following roll call vote: Stanaway, yes; Tuomela, yes; Prebeg, yes; Zupancich, absent; and Skalko, yes.
It was moved by Prebeg and seconded by Stanaway to approve change order number one for the County Road 102 Utility Extension decreasing the contract amount with Ulland Brothers, Inc. by $1,182.00 for a total contract amount of $623,817.80. The motion carried with Zupancich, absent.
It was moved by Prebeg and seconded by Tuomela to authorize payment request number nine for the County Road 102 Utility Extension Project to Ulland Brothers, Inc. in the amount of $15,595.45. The motion carried on the following roll call vote: Tuomela, yes; Prebeg, yes; Zupancich, absent; Stanaway, yes; and Skalko, yes.
It was moved by Prebeg and seconded by Stanaway to accept the recommendation of the Parks and Recreation Board and advertise for seasonal/part-time rink attendants and authorize the wage to $10.00 per hour. The motion carried with Zupancich absent.
It was moved by Prebeg and seconded by Tuomela to accept the recommendation of the Personnel Committee and approve the updated position analysis for the position of the Municipal Services Secretary, (a copy is attached and made a part of these minutes). The motion carried with Zupancich absent.
It was moved by Prebeg and seconded by Stanaway to post internally for the Municipal Services Secretary position for all members of AFSCME Local 453 for a minimum of seven days. The motion carried with Zupancich absent.
It was moved by Stanaway and seconded by Prebeg to accept the recommendation of the Street and Alley Committee to commit to work with the State of Minnesota on the 2017 project to upgrade the Highway 169/Country Road 7/Enterprise Drive North intersection. The motion carried with Zupancich absent.
It was moved by Stanaway and seconded by Prebeg to adopt Resolution Number 27-15, calling for a public hearing on proposed property tax abatement for the Iron Range Investment LLC Project, (a copy is attached and made a part of these minutes), with a hearing scheduled for December 7, 2015. The motion carried with Zupancich absent.
It was moved by Prebeg and seconded by Tuomela to allow Mac’s Bar, Inc., dba: Mac’s Bar, to serve on-sale intoxicating alcohol in the Mountain Iron Community Center on Thursday, November 12, 2015, for a fundraiser for the Mesabi Family YMCA. The motion carried with Zupancich absent.
It was moved by Stanaway and seconded by Tuomela to approve a Temporary Liquor License for the Friends of the Mt. Iron Library for an event on December 3, 2015. The motion carried with Zupancich absent.
It was moved by Prebeg and seconded by Tuomela to set a Committee-of-the-Whole meeting for Monday, November 30, 2015, at 6:30 p.m. to review the 2016 proposed budget. The motion carried with Zupancich absent.
It was moved by Prebeg and seconded by Tuomela to authorize a contribution of $100.00 to the Mesabi Family YMCA for the November 14, 2015, Mother Son Dance. The motion carried on the following roll call vote: Prebeg, yes; Zupancich, absent; Stanaway, yes; Tuomela, yes; and Skalko, yes.
The closed meeting set for tonight was reschedule to the next regular meeting on November 16, 2015.
At 7:12 p.m., it was moved by Skalko and seconded by Tuomela that the meeting be adjourned. The motion carried with Zupancich absent.
