Meeting Minutes for May 11, 1999

MOUNTAIN IRON CITY COUNCIL BOARD OF REVIEW MEETING

Mayor Brunfelt called the meeting to order at 6:30 p.m. with the following members present: Carolyn Olsen, Stephen Skogman, Joe Matanich, and Mayor Mitchell Brunfelt. Absent member included: Curt Piri. Also present were: Rick Vidmar, Real Estate Appraiser for St. Louis County; Cindy Okstad, Real Estate Appraiser for St. Louis County; and Jill M. Forseen, Deputy Clerk.

The Mayor said that the purpose of the meeting was to allow residents to question the valuations placed on their property in Mountain Iron and seek adjustments to the class or valuation of their property.

Mr. Rick Vidmar addressed the Council and the audience. He said that the reason most of the residents were at the Board of Review meeting was the increase in the property valuation in Mountain Iron. He said that because of the sales that have occurred during the last 12 month study period that a 10% increase was placed on all residential properties valued over $32,000 and a 5% increase was placed on all residential properties valued below $30,000. He said that if the County did not put the increase on, the State would have implemented the increase and the residents would not have an opportunity to appeal it to the Board of Review. He said that there was no increase on commercial property except for new construction.

Mr. Vidmar said that the Board of Review has several options to act on. They are as follows:

1) No action � valuation stands.

2) Change valuation by Board action.

3) Send the St. Louis County Assessor to the property to re-evaluate and make a recommendation to the Board.

Mr. Vidmar said that if the owners do not agree with the Board of Review, they could appeal to the County Board of Equalization. If the owner still is not satisfied with the valuation as approved by the County Board of Equalization they can then proceed to tax court.

The following residents appeared before the Board:

Gale Claesson, 4836 Butler Road, Mountain Iron, Parcel Code 175-0071-5035, built house in 1974 and has had no recent improvements. The present value is $81,300. It was moved by Skogman and supported by Matanich to direct the St. Louis County Appraiser to re-evaluate parcel 175-0071-5035 and bring a recommendation back to the Board. The motion carried.

Harold McGregor, 4860 Butler Road, Mountain Iron, Parcel Code 175-0071-5023, he said that there are no city services offered in the area and there has been an increase from $65,400 to $132,800 in nine years. The present valuation is $153,500. It was moved by Skogman and supported Olsen to direct the St. Louis County Appraiser to re-evaluate parcel 175-0071-5023 and make a recommendation to the Board. The motion carried.

Reynold Pettinelli, 1502 10th Street South, Virginia, on the following parcels:

He said that the property is valued at $80 per foot and he recently purchased additional property at $50 per foot. He said that there are no city water and sewer utilities available to the lots. It was moved by Matanich and supported by Olsen to accept the recommendation of the St. Louis County Appraiser and reduce the valuations to the parcels as follows:

The motion carried.

Kenneth Dall, 8382 Southern Drive, Mountain Iron, Parcel Code 175-0071-03310, said that the home is 41 years old and is in need of repairs. The present valuation is $74,800. It was moved by Skogman and supported by Matanich to direct the St. Louis County Appraiser to re-evaluate parcel 175-0071-03310 and make a recommendation to the Board. The motion carried.

Kenneth Dall for Emma Washburn, 910 22nd Avenue West, Virginia, Parcel Code 175-0014-00270, the house is approximately 85 years old and in a poor location by the West Virginia park. The present valuation is $30,900. It was moved by Brunfelt and supported by Olsen to reduce the land valuation from $6,100 to $5,800 and the improvement valuation from $24,800 to $23,600, for a total valuation of $29,400 for parcel code 175-0014-00270. The motion carried.

Pete Cerkvenik, 5376 Mineral Avenue, Mountain Iron, Parcel Code 175-0070-01645, had to leave the meeting and wasn�t available for comment. The present valuation is $91,800. It was moved by Matanich and supported by Olsen to direct the St. Louis County Appraiser to re-evaluate parcel 175-0070-01645 and make a recommendation to the Board. The motion carried.

Arnold Suihkonen, 9287 Old Highway 169, Mountain Iron, Parcel Code 175-0071-01990, said that his house was built in 1957. The present valuation is $70,200. It was moved by Matanich and supported by Skogman to direct the St. Louis County Appraiser to re-evaluate parcel 175-0071-01990 and make a recommendation to the Board. The motion carried.

Jon Perpich, 127 Spruce Drive, Mountain Iron, Parcel Code 175-0012-00210, said that he felt that his house was valued appropriated, but it was not equalized with the neighborhood. He said the present valuation was $100,200. It was moved by Brunfelt and supported by Skogman to change the improvement valuation from $92,500 to $87,300 for a total valuation of $95,000 for parcel 175-0012-00210. The motion carried.

At 7:25 p.m., Craig J. Wainio, City Administrator; and Don Kleinschmidt, Director of Public Works, entered the meeting.

Ed Roskoski, 5 North Court, Mountain Iron, Parcel Code 175-0012-00150, said that his house needs many repairs. The present valuation is $73,500.

It was moved by Brunfelt and supported by Skogman to change the improvement valuation from $65,800 to $62,300 for a total valuation of $70,000 for parcel 175-0012-00150. The motion carried.

Pete Cerkvenik, 5376 Mineral Avenue, Mountain Iron, Parcel Code 175-0070-01645, re-entered the meeting and the Board ask him several questions regarding the condition of his home. The present valuation is $91,800. After some discussion, it was moved by Brunfelt and supported by Matanich to change the improvement valuation from $83,200 to $77,400 for a total valuation of $86,000 for parcel 175-0070-01645, with no further inspection required by the St. Louis County Appraiser. The motion carried.

Larry P. Johnson, 5425 Mineral Avenue, Mountain Iron, Parcel Code 175-0059-00060, sent a letter requesting a reduction in his valuation because of location and comparison with other homes. The present valuation is $98,100. It was moved by Olsen and supported by Matanich to change the improvement valuation from $88,900 to $85,800 for a total valuation of $95,000 for parcel 175-0059-00060. The motion carried.

Brian Zubert, Meadowbrook Apartments, Virginia, for the following parcels:

175-0069-00935 Land $20,000 Improvements $2,050,400

175-0069-00930 Land $ 8,000 Improvements $ 0

175-0069-00940 Land $12,000 Improvements $ 0

He had sent a letter to the City and had contacted the St. Louis County Assessor�s Office and they are reviewing the property and will be making a recommendation at the re-convened meeting.

Donald Mogen, 8795 Mud Lake Road, Mountain Iron, for the following parcels:

175-0055-0530 Land $11,100 Improvements $66,300

175-0055-0554 Land $ 2,400 Improvements $ 0

sent a letter requesting a reduction in their valuations. It was moved by Matanich and supported by Brunfelt that there be no change in the valuation of parcel 175-0055-00530 and 00554. The motion carried.

Gordon Larson, 9197 Old Highway 169, Mountain Iron, Parcel Code 175-0071-1833, sent a letter requesting a decrease in valuation because of the age of the home and the location. The present valuation is $19,200.

It was moved by Brunfelt and supported by Skogman to reduce the land valuation from $6,500 to $6,200 and the improvement valuation from $12,700 to $12,100, for a total valuation of $18,300 for parcel code 175-0071-01833. The motion carried.

Brad Forseen, 8766 Luoma Lane, Mountain Iron, Parcel Code 175-0071-05037, a request to re-evaluate the property. The present valuation is $99,100. It was moved by Matanich and supported by Skogman to direct the St. Louis County Appraiser to re-evaluate parcel 175-0071-05037 and make a recommendation to the Board. The motion carried

At 7:50 p.m., it was moved by Brunfelt and supported by Skogman to recess the Board of Review Meeting until Monday, May 17, 1999, at 6:30 p.m. The motion carried.
