MOUNTAIN IRON CITY COUNCIL BOARD OF REVIEW MEETING
Mayor Brunfelt called the meeting to order at 6:30 p.m. with the following members present: Carolyn Olsen, Stephen Skogman, Joe Matanich, Curt Piri and Mitchell Brunfelt. Also present were: Craig J. Wainio, City Administrator; Jill M. Forseen, Deputy Clerk; Rick Vidmar, Residential Real Estate Appraiser for St. Louis County; and Cindy Okstad, Commercial Real Estate Appraiser for St. Louis County.
Mr. Rick Vidmar addressed the Council and the audience. He said that the County reviews all of the property sales and determined that the residential properties would have to have an 8% increase in Mountain Iron. He said that the County Assessor�s office is taking a proactive approach so the residents of the City could appeal the increases. Ms. Cindy Okstad reviewed the sale of commercial and industrial property in the City of Mountain Iron. She said that the commercial property that had been sold recently were all sold for more than the assessed value placed on them. She said that most commercial and industrial property values were increased except those properties in the Old Downtown area.
The following residents appeared before the Board:
Ed Roskoski, 820 South 16th Avenue, Virginia, Parcel Code 175-0065-00150, valuation too high considering the condition of the structure. The proposed value is at $35,000, would like the County Assessor to come and view the property. It was moved by Olsen and supported by Piri to direct the assessor re-evaluate parcel 175-0065-00150 and bring a recommendation back to the Board. The motion carried.
Michael Lambert, 915 23rd Avenue West, Virginia, Parcel Code 175-0017-00190 and 175-0017-00200, requested that the valuation be lowered to the 2000 valuation. It was moved by Piri and supported by Skogman to reduce the total value on parcel 175-0017-00190 to $126,500 and parcel 175-0017-00200 to $56,200. The motion carried.
Gilbert Schultz, representing Camille Schultz, 119 Tamarack Drive, Mountain Iron, Parcel 175-0012-00820, requested that the valuation be lowered to the 2000 valuation because you can not build on the property. It was moved by Skogman and supported by Olsen to reduce the valuation on parcel 175-0012-00820 to $7,400. The motion carried.
Peter Cerkvenik, 5376 Mineral Avenue, Mountain Iron, parcel coded 175-0070-01645, requested that the valuation be lowered to the 2000 valuation because the property needs many repairs. It was moved by Skogman and supported by Piri to reduce the valuation on parcel 175-0070-01645 to $88,000. The motion carried.
Mark Kailanen, 5424 Mineral Avenue, Mountain Iron, parcel code 175-0055-02170, requested that the County Assessor re-evaluate the property because of many needed repairs. It was moved by Matanich and supported by Olsen to direct the St. Louis County Appraiser to re-evaluate parcel 175-0055-02170 and make a recommendation to the Board. The motion carried.
Thomas Baczewski, 8551 Spring Park Road, Parkville, parcel codes 175-0071-00780 and 175-0071-00785, requested that the County Assessor re-evaluate the property. It was moved by Skogman and supported by Olsen to direct the St. Louis County Appraiser to re-evaluate parcel 175-0071-00780 and make a recommendation to the Board. The motion carried.
There was no change made to Mr. Baczewski�s parcel 175-0071-00785. The valuation remained at $1,900.
Ed Roskoski, 5 North Court, Mountain Iron, parcel code 175-0012-00160, requesting that the valuation be lowered because the garage structure is not worth the valuation placed on it. It was moved by Skogman and supported by Matanich to reduce the valuation on parcel 175-0012-00160 to $14,800. The motion carried.
Alan Stanaway, 5154 Spirit Lake Road, Mountain Iron, parcel code 175-0071-02550, request that the valuation be lowered because of the purchase price of $126,000 paid in 1998. It was moved by Olsen and supported by Matanich to reduce the valuation of parcel 175-0071-02550 to $127,200. The motion carried.
Glen Avikainen, 40 Fairview Lane, Mountain Iron, parcel code 175-0055-00300, feels that the valuation has been increased to high because he has not made any improvements to the home. It was moved by Skogman and supported by Piri to reduce the valuation of parcel 175-0071-02550 to $58,000. The motion carried.
Gary Skalko, 5372 Mineral Avenue, Mountain Iron, parcel code 175-0070-01647 and 175-0070-01644, would like to have the County Assessor re-evaluate the properties. It was moved by Skogman and supported by Matanich to direct the St. Louis County Appraiser to re-evaluate parcels 175-0070-01647 and 175-0070-01644. The motion carried.
Joseph Prebeg, 5380 Mineral Avenue, Mountain Iron, parcel code 175-0070-01646, requested that the valuation be reduced to $84,800. It was moved by Skogman and supported by Matanich to reduce the valuation of parcel 175-0070-01646 to $84,800. The motion carried.
Burrell Kubacki, 5748 Mesabi Avenue, Mountain Iron, parcel code 175-0010-01620, requested that the valuation be reduced to $39,300. It was moved by Brunfelt and supported by Skogman to reduce the valuation of parcel 175-0010-01620 to $39,300. The motion carried.
Joseph Scinto, 29 Fairview Lane, Mountain Iron, parcel code 175-0055-01210, requested that the valuation be reduced to the previously assessed amount of $95,900 plus the value of the garage. It was moved by Olsen and supported by Matanich to reduce the valuation of parcel 175-0055-01210 to $102,900. The motion carried.
James & Joan Molesky, 5440 Mineral Avenue, Mountain Iron, parcel code 175-0055-02250, feels that the property should be devalued because of the blastomycosis in the area. It was moved by Piri and supported by Skogman to reduce the valuation of parcel 175-0055-02250 to $71,100. The motion carried.
Gerald Vack, 44 Park Drive, Mountain Iron, parcel code 175-0055-00120, requested that the valuation be reduced to the previously assessed valued of $55,700. It was moved by Olsen and supported by Skogman to reduce the valuation of parcel 175-0055-00120 to $55,700. The motion carried.
Mel Anderson, 4971 Highway 7, Mountain Iron, parcel code 175-0071-03798, requested that the valuation be reduced because there have been no improvements made. It was moved by Piri and supported by Matanich to reduce the valuation of parcel 175-0071-03798 to $148,700. The motion carried.
R. Michael Grahek, 18 Garden Drive, Mountain Iron, parcel code 175-0055-01295, would like to have the County Assessor re-evaluate his property. It was moved by Olsen and supported by Skogman to direct the St. Louis County Appraiser to re-evaluate parcel 175-0055-01295 and make a recommendation to the Board. The motion carried.
Frank Buffetta, 27 Fairview Lane, Mountain Iron, parcel code 175-0055-00920, feels that the valuation has increased so much in the last three years, would like to see the valuation go back to $97,800. It was moved by Piri and supported by Matanich to reduce the valuation of parcel 175-0055-00920 to $97,800. The motion carried.
John Majetich, 8609 Mud Lake Road, Mountain Iron, parcel code 175-0071-01616, feels that the valuation has increased significantly in the last year with no improvements. It was moved by Matanich and supported by Piri to reduce the valuation of parcel 175-0071-01616 to $65,300. The motion carried.
John Meglen, 8657 Highway 101, Iron, parcel code 175-0072-00012, requested that his valuation be put at $88,000. It was moved by Piri and supported by Matanich to reduce the valuation of parcel 175-0072-00012 to $110,300. The motion carried.
Val Carpenter, 4884 Butler Road, Mountain Iron, parcel codes 175-0071-05027 and 175-0071-05028, requested that the valuation be lowered because valuations in the area are not equitable. There was no change made to parcel 175-0071-05027. It was moved by Piri and supported by Olsen to reduce the valuation of parcel 175-0071-05028 to $90,400. The motion carried.
Eugene McNeil, 8581 Spring Park Road, Parkville, parcel code 175-0070-01390, said that the house is boarded up, nobody lives there and they live in the trailer house on five acres and the proposed valuation is $32,600. It was moved by Matanich and supported by Skogman to direct the St. Louis County Appraiser to re-evaluate parcel 175-0070-01390 and make a recommendation to the Board. The motion carried.
Joyce Hanson, 102 3rd Avenue, Parkville, parcel code 175-0051-00015, asking why her estimated market value went from $57,000 to $61,000 and her home is about 100 years old and she has not made any improvements recently. It was moved by Olsen and supported by Matanich to reduce the valuation of parcel 175-0051-00015 to $57,000. The motion carried.
Leonard Sojka, 116 Spruce Drive, Mountain Iron, parcel code 175-0012-00370, said that he has a Wausau home that he bought in 1968, the valuation went from $69,900 in 1999 to $76,200 in 2000, and the proposed valuation for 2001 is $82,300. He felt that a 20% increase over two years was a lot for a Wausau home. It was moved by Piri and supported by Matanich to reduce the valuation of parcel 175-0012-00370 to $76,200. The motion carried.
At 8:28 p.m., the Mayor recessed the meeting.
At 8:42 p.m., the Mayor called the meeting back to order.

Harold and Joanne McGregor, 4860 Butler Road, Mountain Iron, parcel code 175-0071-05023, requesting their property be reviewed by the County Assessor. It was moved by Piri and supported by Matanich to direct the St. Louis County Appraiser to re-evaluate parcel 175-0071-05023 and make a recommendation to the Board. The motion carried.
Bruce Fox, Floor to Ceiling Store, 10 Enterprise Drive North, Virginia, parcel codes 175-0032-00180 and 175-0032-00170, appealing the valuations. It was moved by Skogman and supported by Piri that no change in the proposed 2001 valuation be made to parcels 175-0032-00180 and 175-0032-00170. The motion carried.
Monson Trucking, 2 Enterprise Drive South, Virginia, parcel codes 175-0032-00220, 175-0032-00210 and 175-0071-01125, appealing the valuations. It was moved by Olsen and supported by Skogman that no change in the proposed 2001 valuations be made to parcels 175-0032-00220, 175-0032-00210, and 175-0071-01125. The motion carried.
Sandra Girard, Northwoods Mall, 816 South 16th Avenue, Virginia, parcel codes 175-0065-00080, 175-0065-00090, 175-0065-00110, and 175-0065-00170, appealing the valuations. It was moved by Piri and supported by Matanich to direct the St. Louis County Appraiser to re-evaluate parcels 175-0065-00080, 175-0065-00090, 175-0065-00110, and 175-0065-00170 and make a recommendation to the Board. The motion carried.
Jill Pontinen, 5430 Mineral Avenue, Mountain Iron, parcel code 175-0055-02210, appealing her valuation by stating the purchased price of the property and house was $43,200. It was moved by Skogman and supported by Piri to reduce the valuation of parcel 175-0055-02210 to $43,200. The motion carried.
Larry P. Johnson, 5425 Mineral Avenue, Mountain Iron, parcel code 175-0059-00060, appealing his valuation. It was moved by Piri and supported by Olsen to reduce the valuation of parcel 175-0059-00060 to $97,000. The motion carried.
Mary Johnson, 927 South 22nd Avenue, Virginia, parcel code 175-0014-00205, appealing the valuation. It was moved Olsen and supported by Piri to reduce the valuation of parcel 175-0014-00205 to $69,000. The motion carried.
Thomas Nikolanci, 80 Park Drive, Mountain Iron, parcel code 175-0070-01325, appealing the valuation. It was moved by Skogman and supported by Matanich to direct the St. Louis County Appraiser to re-evaluate parcel 175-0070-01325 and make a recommendation to the Board. The motion carried.
At 9:07 p.m., it was moved by Piri and supported by Skogman that the Board of Review Meeting be recessed until 6:30 p.m. on May 15, 2000. The motion carried.
