MINUTES

MOUNTAIN IRON CITY COUNCIL

MARCH 4, 2013

 

Mayor Skalko called the City Council meeting to order at 6:30 p.m. with the following members present:  Joe Prebeg, Jr., Alan Stanaway, and Mayor Gary Skalko.  Absent members included:  Tony Zupancich and Susan Tuomela.  Also present were:  Craig J. Wainio, City Administrator; Jill M. Clark, Municipal Services Secretary; Rod Flannigan, City Engineer; and Sally Peterangelo, Librarian.

 

It was moved by Skalko and seconded by Stanaway that the consent agenda be approved as follows:

 

  1. Approve the minutes of the February 19, 2013, regular meeting as submitted.

 

  1. That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.

 

  1. To acknowledge the receipts for the period February 16-28, 2013, totaling $616,381.14, (a list is attached and made a part of these minutes).

 

  1. To authorize the payments of the bills and payroll for the period February 16-28, 2013, totaling $140,509.40, (a list is attached and made a part of these minutes).

 

The motion carried unanimously on a roll call vote with Zupancich and Tuomela absent.

 

No one spoke during the public forum.

 

The Mayor reported on the following:

 

  • High School Sports Tournaments.  He said the Mountain Iron-Buhl Girls Basketball team is currently rated number one in the State in the Class A division.  He said the Mountain Iron-Buhl Boys Basketball team was just starting their tournaments.  He wished the participants good luck in their tournaments.
  • Acknowledgements.  He acknowledged the passing of Katherine Holmes at the age of 98.  Condolences were expressed to the family.

 

It was moved by Stanaway and seconded by Prebeg to set a Labor/Management meeting for Thursday, March 28, 2013 at 2:00 p.m. with Mayor Skalko and Councilor Stanaway representing the Council.  The motion carried with Zupancich and Tuomela absent.

 

 

The City Administrator reported on the following:

 

  • Lots for Sale.  He advised the public that there were still lots available for sale in Unity Second Addition and South Forest Grove.

 

The Library Director reported on the following:

 

  • Monthly Statistics.  She reviewed the library activity for the month of February 2013.
  • Upcoming Events.  1) A Ventriloquist; 2) Casey Aro; and the Duluth Symphony.
  • Special Events.  She reported that the Mish Mash Mush Winter Family Festival that was held on March 2, 2013 at the South Grove Recreation Facility.  She said that there were approximately 200 people in attendance.  She thanked Jeremy Jesch, Jody Mattila, the Merritt Days Committee, Jenna Kingsley, and Allie Kingsley for their help in running the event.
  • Easter Egg Hunt.  The Hunt is scheduled for Saturday, March 30, 2013.
  • Library “Hot” Reads.  She said that there was a new list available at the Library.
  • Polar Bear Plunge.  She said that she participated in the plunge and raised almost $600 for the event and she also won the costume contest. 

 

It was moved by Stanaway and seconded by Prebeg to accept the recommendation of the Public Health and Safety Board and designate the Mountain Iron Community Center as an American Red Cross Shelter.  The motion carried with Zupancich and Tuomela absent.

 

During the liaison reports, Councilor Stanaway updated the Council on the Safety and Health Board and informed the Council that the Fire Department had the 1994 fire truck in service now.

 

It was moved by Prebeg and seconded by Stanaway to adopt Resolution Number 07-13, receiving report and calling a hearing on improvements to Silicon Way, (a copy is attached and made a part of these minutes).  The motion carried with Zupancich and Tuomela absent.

 

It was moved by Stanaway and seconded by Prebeg to adopt Resolution Number 08-13, authorizing the City to make application to and accept funds from the IRRRB Residential Redevelopment Grant Program for the removal of three structures, (a copy is attached and made a part of these minutes).  The motion carried with Zupancich and Tuomela absent.

 

It was moved by Prebeg and seconded by Stanaway to adopt Resolution Number 09-13, a resolution vacating streets upon a petition of a majority of abutting landowners, (a copy is attached and made a part of these minutes).  The motion carried with Zupancich and Tuomela absent.

 

The Council reviewed the list of communications.  Councilor Stanaway read the letter sent to the City Council from the Library Board regarding the location of the American Legion sign.

 

It was moved by Prebeg and seconded by Stanaway to forward the letter from the Mountain Iron Library Board, regarding the American Legion sign location, to the Building and Grounds Committee to review and reconsider.  The motion carried with Zupancich and Tuomela absent.

 

It was moved by Prebeg and seconded by Stanaway to contribute $200 to the Mountain Iron-Buhl High School Class of 2013 for their All-Night Chemical Free Graduation Party, with the funds being expended from the Charitable Gambling Fund.  The motion carried on a roll call vote with Zupancich and Tuomela absent.

 

The following announcements were made:

 

  • Public Hearing.  The Mayor informed the public that a hearing was scheduled for March 18, 2013 at 5:00 p.m. for the Unity Drive extension.
  • Prebeg Memorial Run.  Councilor Prebeg informed the Council that there were 158 riders at the run held on February 16, 2013, and over $51,000 had been collected to date for the Virginia Regional Medical Center Diabetic Center. 

 

At 6:56 p.m., it was moved by Skalko and seconded by Prebeg that the meeting be adjourned.  The motion carried with Zupancich and Tuomela absent.

  1. Carolyn Olsen, Secretary of the Mountain Iron Library Board, a letter and request regarding the American Legion memorial in the Library yard.
