MINUTES

MOUNTAIN IRON CITY COUNCIL

JUNE 2, 2014

 

Mayor Skalko called the City Council meeting to order at 6:33 p.m. with the following members present:  Joe Prebeg, Jr., Susan Tuomela, Tony Zupancich, Alan Stanaway, and Mayor Gary Skalko.  Also present were:  Craig J. Wainio, City Administrator; Jill M. Clark, Municipal Services Secretary; Michael Downs, Director of Public Works; Rod Flannigan, City Engineer; and John Backman, Sergeant;.

 

It was moved by Skalko and seconded by Tuomela that the consent agenda be approved as follows:

 

  1. Approve the minutes of the May 19, 2014, regular meeting as submitted.

 

  1. That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.

 

  1. To acknowledge the receipts for the period May 16-31, 2014, totaling $306,965.64, (a list is attached and made a part of these minutes).

 

  1. To authorize the payments of the bills and payroll for the period May 16-31, 2014, totaling $140,774.05, (a list is attached and made a part of these minutes).

 

The motion carried unanimously on a roll call vote.

 

No one spoke during the public forum.

 

The Mayor reported on the following:

 

  • Condolences.  He offered condolences to the family of Richard “Dick” Levasseur, 71, who lived in the West Virginia area of Mountain Iron.
  • Sidewalks.  He reminded residents of the City that they could take a walk in Mountain Iron from Ann’s Acres all the way to South Grove on the City sidewalks and trails.

 

It was moved by Zupancich and seconded by Tuomela to approve the Proclamation to designate August 16, 2014, as Model Aviation Day, in the City of Mountain Iron, (a copy is attached and made a part of these minutes).  The motion carried.

 

It was moved by Prebeg and seconded by Tuomela that the Council appoint the following to serve as election judges for the August 12, 2014, Primary Election and the November 4, 2014, General Election:

 

            Precinct #1-City Hall, Wacootah Room            Precinct #2–City Hall, Iroquois Room

            Caroline Kujala, Head Judge                            Marilyn Perpich, Head Judge

            Sheri Johnson                                                   Linda Strukel

            June Ross                                                         Delanie Giorgi

            Harriet Scinto                                                   Barbara Fivecoate

 

And further, authorize them to be paid $9.50 per hour for training, absentee processing (if needed), and election hours; and, provide one hot meal to the election judges on election days.  The motion carried.

 

The City Administrator reported that the West Two Rivers Campground was open and he reported that there are many activities to participate in at the campground, including swimming, fishing, etc.  He said to call directly to the campground at 735-8831 to make a reservation.

 

The Director of Public Works said that the City had begun the large trash cleanup in Mountain Iron.  He advised residents to sign up if they had not already done so.

 

It was moved by Zupancich and seconded by Tuomela to approve change order number one for the Unity Drive Improvement Project, MI 13-07, increasing the project by $13,000.00 for a total of $599,445.50, (a copy is attached and made a part of these minutes).  The motion carried unanimously on a roll call vote.

 

It was moved by Stanaway and seconded by Prebeg to adopt Ordinance Number 03-14, amending Chapter 114 of the Mountain Iron City Code, (a copy is attached and made a part of these minutes).  The motion carried.

 

It was moved by Zupancich and seconded by Tuomela to adopt Resolution Number 12-14, accepting bids  for the 2014 Street Improvement Program, (a copy is attached and made a part of these minutes).  The motion carried.

 

It was moved by Prebeg and seconded by Tuomela to award the quote for the 2014 Sidewalk, Pavement, and Curbing Project to Cone Construction of Bovey, Minnesota in the amount of $15,201.90.  The motion carried unanimously on a roll call vote.

 

It was moved by Zupancich and seconded by Prebeg that the liquor and cigarette license applications for the period June 2, 2014 through December 31, 2014, be approved and issued to the following individual and business establishment pursuant to the approval, where necessary, of the Liquor Control Commission and pursuant to the payment of all outstanding license fees and utility charges:

The motion carried.

 

It was moved by Prebeg and seconded by Tuomela to authorize Sundberg Enterprises LLC, dba:  Sawmill Saloon and Restaurant, to serve On-Sale Liquor at the wedding receptions on September 26, 2014 and October 11, 2014, at the Mountain Iron Community Center.  The motion carried.

 

 

It was moved by Zupancich and seconded by Stanaway to adopt the Solid Waste Service Fee Policy as presented, (a copy is attached and made a part of these minutes).  The motion carried.

 

It was moved by Prebeg and seconded by Tuomela to authorize the Special Event Permit for the Mesabi Family YMCA Color Dash 5K to be held on July 19, 2014.  The motion carried.

 

At 6:58 p.m., it was moved by Skalko and seconded by Tuomela that the meeting be adjourned.  The motion carried.
