MINUTES

MOUNTAIN IRON CITY COUNCIL

December 19, 2016

 

Mayor Skalko called the City Council meeting to order at 6:p.m. with the following Council members present: Joe Prebeg, Jr., Tony Zupancich, Alan Stanaway, Susan Tuomela, and Mayor Gary Skalko. Also present were: Craig J. Wainio, City Administrator; Mike Downs, Director of Public Works; Amanda Inmon, Municipal Services Secretary and Rod Flannigan, City Engineer.

 

It was moved by Skalko and seconded by Tuomela that the consent agenda be approved as follows:

 

  1. Approve the minutes of the December 5, 2016, special meeting as submitted.

 

  1. That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.

 

  1. To acknowledge the receipts for the period December 1-15, 2016 totaling $522,241.90 (a list is attached and made a part of these minutes).

 

  1. To authorize the payments of the bills and payroll for the period December 1-15, 2016, totaling $ (a list is attached and made a part of these minutes).

 

The motion carried on a roll call vote.

 

Public Forum:

 

  • No one spoke during Forum

 

Mayor’s Report:

 

  • Condolences to the family and friends of Linda Lucarelli
  • Condolences to the family and friends of Ione Marincel
  • The Salvation Army is looking for “Bell Ringers,” at L&M  Supply, Walgreens and Wal-Mart, go to www.salvationarmynorth.org to sign up

 

City Administrator reported on following:

 

  • Update on two houses scheduled to be demolished on Mesabi and Locomotive, received hazardous material report back stating that there is asbestos, seeking quotes for asbestos removal, afterwards reward bid for demolishment
  • December 15th-18th, “Curl Mesabi Classic Cash Spiel,” at Curl Mesabi in Eveleth, teams from all over the world will be playing, http://www.curlmesabi.com/

 

Director of Public Works:

 

  • Power line ran to Woodland Estates and first house has power, currently working on second as well as lift stations to be ready for Spring
  • Recent snow received on unfrozen ground has caused some sod and plow damage in yards as well as shoulders during snow removal, if there is damage please call City Hall to be put on yardwork list to be completed in Spring 2017
  • Water Main break, the City had their first water line break recently

 

City Engineer report:

 

  • Nothing to report unless there are questions

 

It was moved by Prebeg and seconded by Zupancich to extend an offer of the position to Matt Cerkvenik for the Maintenance position pending a physical, drug testing and a background check.  The motion carried.

 

It was moved by Stanaway and seconded by Prebeg to accept the resignation of Chief Greg Chad as the Mountain Iron Fire Department Fire Chief effective December 31, 2016. The motion carried.

 

Big thank you from the City Council to Chief Greg Chad for all his time, 30 years, knowledge, hard work and service in which he brought to the Mountain Iron Fire Department.

 

It was moved by Stanaway and seconded by Prebeg to set a Committee of the Whole meeting, for December 19th at 5pm to discuss the position of the Fire Chief as well as the Fire Department. The motion carried.

 

It was moved by Stanaway and seconded by Zupancich to approve the contract with the Mesabi Humane Society for 2017 at a contract price of $15,450 (a copy is attached and made a part of these minutes).  The motion carried on a roll call vote.

 

It was moved by Zupancich and seconded by Tuomela to approve Resolution Number 47-16; Municipal Consent, plans for Project No. SP 69-701-005, showing proposed alignment and consent for cross-sections of construction, reconstruction or improvement of County State-Aid Highway 101 within the limits of the City of Mountain Iron as a County Project designed to State Aid standards (a copy is attached and made a part of these minutes). The motion carried.

 

It was moved by Zupancich and seconded by Tuomela to approve the 2017 budget as presented, (a copy is attached and made a part of these minutes). The motion carried

 

It was moved by Prebeg and seconded by Tuomela to adopt Resolution 48-16, approving the 2016 tax levy, collectable in 2017 (a copy is attached and made a part of these minutes).  The motion carried.

 

It was moved by Prebeg and seconded by Stanaway to adopt Resolution 49-16, approving the 2017 market rate based referendum levy for the General Obligation Community Center Bonds and Interest (a copy is attached and made a part of these minutes).  The motion carried.

 

It was moved by Zupancich and seconded by Tuomela to adopt Resolution 50-16, approving the 2017 Economic Development Authority Tax Levy, (a copy is attached and made a part of these minutes).  The motion carried.

 

It was moved by Stanaway and seconded by Tuomela to reschedule the January 2, 2017 meeting due to the New Year’s Day Holiday to Tuesday, January 3rd at 6:30pm. The motion carried.

 

It was moved by Prebeg and seconded by Tuomela to donate $500 to the Mountain Iron-Buhl High School Class of 2017 for the “30th Annual All-Night Chemical Free Graduation Party,” monies to come from Charitable Gambling Fund. The motion carried on roll call vote.

 

Councilor Zupancich stated that tonight would be his last meeting, moved from Mountain Iron to Britt, MN, to a home in the country. Been a great pleasure being a part of the City Council and working with all the boards that he participated in, as well as representing the people of Mountain Iron. The City of Mountain Iron will always be “my hometown at heart.”

 

It was moved by Prebeg and seconded by Tuomela to accept the resignation of Councilor Zupancich, effective Monday, December 5th. The motion carried.

 

Big thank you from the City Council and Mayor Skalko to Councilor Zupancich for his 10 years of service on the City Council and committees, and for all his dedication and hard work, it will be a loss to the City and it has been a great pleasure working with him.

 

At 7:10p.m., it was moved by Skalko and seconded by Tuomela that the meeting be adjourned.  The motion carried.
