Committee-of-the-Whole Meeting

April 2, 2002

Mayor Brunfelt called to order at 6:30 p.m.

In attendance were Mayor Brunfelt, Councilor Skogman, Councilor Matanich, Councilor Roskoski and Councilor Prebeg. Staff present: City Administrator Wainio, Director of Public Works Kleinschmidt, City Engineer French and Library Director Luoma.

The first item discussed was the status and content of the Comprehensive Plan. Planning and Zoning had reviewed the plan and forwarded it to the City Council for further discussion. The long range future of the area was discussed including the future of the Mining Industry. Also talked about was the need for infrastructure improvements and how they relate to job growth. Further discussion took place on the old town portion of the Comprehensive Plan as well as possible development around the West Two Rivers Reservoir. The consensus was to add the City Comprehensive Plan to the upcoming regular City Council meeting Agenda.

The next item of discussion was the Old Town Plan. Primarily the discussion focused around the potential housing development proposed in the plan and the use of the adjacent green area. The consensus was to place the Old Town Plan on the Agenda for the next regular City Council meeting.

Also the consensus was to place the possibility of a West Two Rivers Reservoir residential development on next Agenda.

It was requested that the debt report for the City and current interest rate info be presented to the City Council at the next regular meeting.

The Public Library issue was then discussed. Overall Old Town issues were discussed including Mountain Manor. Overall Library usage is down, what are people looking for in a Library, has the nature of the library changed were items of discussion. A plan for the old Library Building would have to be discussed. The point that we are going to have to bond for Library whether we remodel or build new was presented. As part of any Library project the City should look at other way to enhance the Old Town area and develop possible draws was brought up. The consensus was to place the Library issue on the Agenda for the next regular City Council meeting.

The consensus was to set a date of April 29th, 2002, at the next regular meeting for a Committee-of-the-Whole meeting to discuss the core values of the City.

The meeting was adjourned by Mayor Brunfelt at 8:38 p.m.
