MOUNTAIN IRON CITY COUNCIL

February 6, 2023

 

 

Mayor Anderson called the City Council meeting to order at 6:30p.m. with the following members present: Councilor Ed Roskoski, Al Stanaway, Joe Prebeg Jr., Julie Buria and Mayor Peggy Anderson. Also present were: Craig Wainio, City Administrator; Tim Satrang, Public Works Director; Anna Amundson, Library Director/Special Events Coordinator; Amanda Inmon, Municipal Services Secretary; Alan Johnson, City Engineer; Bryan Lindsay, City Attorney; and SGT Grant Toma, Sheriff’s Department.

 

It was moved by Prebeg and seconded by Buria the consent agenda be approved as follows:

 

  1. Approve the minutes of the January 17, 2023 regular meeting as submitted.

 

  1. That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.

 

  1. To acknowledge the receipts for the period January 16-31, totaling $208,858.15 (a list is attached and made a part of these minutes),

 

  1. To authorize the payments of the bills and payroll for the period January 16-31, totaling $382,973.80 (a list is attached and made a part of these minutes).

 

 The motion carried (Yes: Buria, Anderson, Prebeg, Stanaway; No: Roskoski)

 

It was moved by Roskoski to amend the original motion to remove the Napa Auto Parts and Parts City bills from the consent agenda for separate consideration. The motion failed due to lack of support.

 

 

 

Public Forum:

 

  • No one spoke during the forum

 

 

 

The Mayor reported on the following:

 

  • Thank you Tara LaMorea, Paula Satrang, Margaret Soyring, and Margaret Ratai for all their years of volunteer service to the several City committees and board that they served upon

 

City Administrator:

 

  • No formal report

 

It was moved by Roskoski that the City of Mountain Iron mail notices to all current Parkville area residents and advertise in Hometown Focus and Mesabi Tribune the upcoming meeting, to be scheduled by staff to discuss the potential permanent closing of the north Parkville street road route in the near future. The motion failed due to lack of support.

 

 

It was moved by Roskoski and seconded by Prebeg for the City of Mountain Iron to hire Benchmark Engineering to do a traffic count on the north Parkville Street/Road as soon as possible. If Benchmark cannot do it, Staff will contact St. Louis County Highway Department to do the count, if they cannot do it, then the Mountain Iron City Staff will schedule a City Employee to do a manual eight-hour day usage count out there to find out what the traffic flow is on those two City Streets. Councilor Prebeg rescinded his second to the motion, the motion failed due to lack of support.

 

It was moved by Roskoski, that since the first red iron ore on the Mesabi Iron Range was discovered in Mountain Iron and since Mountain Iron has a historic Carnegie Library, all which draws many tourists into our Community and area, that our City Administrator submit a Cultural and Tourism Grant or any other Grant Program Application in the amount of $50,000 to the IRRR to cover some of the costs to replace two heating boilers in the Library and to repair curbing and pavement on Main Street. The motion failed due to lack of support.

 

Director of Public Works:

 

  • Compliment the Fire Department crew on the recent fire in Parkville area, multiple Departments

 

It was moved by Prebeg and seconded by Stanaway to accept the recommendation from the UAB and approve the City of Mountain Iron’s Electrical System-5-year plan as presented from Iron Range Engineering and Consulting Services. The motion carried.

 

It was moved by Buria and seconded by Stanaway to accept the service order quote for the pump repair at the Water Treatment Plant from GPM Inc. in the amount of $14,700.54. The motion carried on roll call vote.

 

Library Director/Special Events Coordinator:

 

  • Winter Reading program
  • January 4th – February 28th
  • Community meeting on February 26, at 6:30pm –

 

It was moved by Stanaway and seconded by Roskoski to adopt the 2023 Mountain Iron Library Policy Manual as presented. The motion carried.

 

Sheriff’s Department:

 

  • Department received several new AEDS for squad cars through a grant

 

City Engineer:

 

  • No formal report

 

It was moved by Prebeg and seconded by Stanaway to approve Pay Request No. 8 – for the Proposed Well #3 project, Bid Package 2 in the amount of $16,150, to TNT Construction Group, LLC, Grand Rapids, MN. The motion carried on roll call vote.

 

City Attorney:

 

  • No formal report

 

Fire Department:

 

  • Several mechanical issues with new engine and squad vehicle
  • Recent house fire in City of Mountain Iron, thanks to City Crew and surrounding Fire Departments for all the help

 

It was moved by Roskoski to accept the verbal and paper Fire Department report as presented. The motion failed due to lack of support.

 

It was moved by Prebeg and seconded by Buria to accept the letter of resignation of Gerald Knapper from the position as a Laborer, with an effective date of Friday, January 27, 2023. The motion carried.

 

It was moved by Prebeg and seconded by Stanaway to approve the recommendation of the Personnel Committee and authorize the internal posting for two Equipment Operators as specified in the Collective Bargaining Agreement. Applications accepted until 4:00pm, February 17, 2023. The motion carried.

 

Liaison:

 

  • Councilor Roskoski has presentation for the next Parks & Recreation Board meeting related to Mott Mine upgrade project

 

It was moved by Stanaway and seconded by Buria to approve Resolution #01-23; Censuring Council Member Edward Roskoski (a copy is attached and made a part of these minutes). The motion carried with Councilor Roskoski abstaining.

 

Discussion ensued regarding censure-ship.

 

It was moved by Prebeg and seconded by Buria to approve Resolution #02-23; Approving Plans and Specifications and Ordering Advertisement for Bids for Improvement Number 21-07, construction of Parkview Trail Interconnect (a copy is attached and made a part of these minutes). The motion carried on roll call vote (Yes: Anderson, Prebeg, Stanaway, and Buria; No: Roskoski).

 

It was moved by Roskoski to amend the motion to have the City of Mountain Iron advertise in the Hometown Focus and Mesabi Tribune upcoming meeting to be scheduled by staff, about the Parkville Trail interconnect project so the City can get feedback from Parkville residents to the location of the future trail. The motion failed due to lack of support.

 

It was moved by Stanaway and seconded by Buria to approve Resolution #03-23; Authorizing Execution of a Limited Use Permit between the City of Mountain Iron and the Commissioner of Transportation, State of Minnesota for Parkville Interconnect trail right-of-way. The motion carried on roll call vote (Yes: Anderson, Prebeg, Stanaway, and Buria; No: Roskoski).

 

 

Announcement:

 

  • Mountain Iron-Buhl D1 recruit – Jordan Zubich announces basketball commitment
  • Sunday February 12th @ 1:00pm MIB Auditorium

 

 

At 7:50p.m., it was moved by Prebeg and seconded by Stanaway that the meeting be adjourned. The motion carried.
