MINUTES
MOUNTAIN IRON CITY COUNCIL
February 21, 2023
Mayor Anderson called the City Council meeting to order at 4:00p.m. with the following members present: Councilor Ed Roskoski, Al Stanaway, Joe Prebeg Jr., Julie Buria and Mayor Peggy Anderson. Also present were: Craig Wainio, City Administrator; Tim Satrang, Public Works Director; Amanda Inmon, Municipal Services Secretary; Lauren Buffetta, City Engineer; and SGT Grant Toma, Sheriff’s Department.
It was moved by Prebeg and seconded by Buria the consent agenda be approved as follows:
- Approve the minutes of the February 6, 2023 regular meeting as submitted.
- That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.
- To acknowledge the receipts for the period February 1-15, totaling $311,642.36 (a list is attached and made a part of these minutes),
- To authorize the payments of the bills and payroll for the period February 1-15, totaling $385,602.63 (a list is attached and made a part of these minutes).
The motion carried (Yes: Buria, Anderson, Prebeg, Stanaway; No: Roskoski)
It was moved by Roskoski to amend the original motion to remove the Napa Auto Parts bills from the consent agenda for separate consideration. The motion failed due to lack of support.
Public Forum:
- No one spoke during the forum
The Mayor reported on the following:
- Great job to the City Crew on the continued snow plowing
City Administrator:
- No formal report
Director of Public Works:
- Big thank you to City Crew for clearing the snowy roads, as well as Office Staff for fielding calls
- Please be aware of City vehicles moving and plowing snow
Sheriff’s Department:
- No formal report
City Engineer:
- No formal report
It was moved by Roskoski, because of an increase in vehicle traffic and more pedestrian usage and to make the area safer, that the City Engineer put together a Nichols Avenue/County 109/ West side pedestrian sidewalk plan from Nichols Town Hall to the Short Stop Cenex Gas Station. Involved with this project the Mountain Iron City Administrator will submit an $200,000 Grant proposal to the IRRR for the proposed sidewalk project. The motion failed due to lack of support.
Fire Department:
- Mountain Iron Fire Department Auxiliary up and running, with officers/staff
- Still in its infancy and currently establishing rules and operations
- Working on 10year plan for Fire Department regarding equipment, radios, staff and protective gear
It was moved by Prebeg and seconded by Roskoski to approve the recommendation of the Fire Department and hire the following individuals to the Mountain Iron Fire Department as paid on call firefighters, contingent on physicals and background checks. The motion carried.

It was moved by Prebeg and seconded by Buria to approve the recommendation of the Parks and Recreation Board for a memorial bench for Carol Kostich be allowed to be installed within the South Grove Park. The motion carried.
It was moved by Prebeg and seconded by Buria to accept the recommendation of the Personnel Committee and approve the following Laborers be promoted to the position of Equipment Operators effective immediately:
- Garrett Lenzen
- Keith Zorman
The motion carried.
It was moved by Buria and seconded by Stanaway to approve Resolution #04-23; Authorizing The City of Mountain Iron To Make An Application To And Accept Funds From The Development Infrastructure Grant Program From The Department Of IRRR (a copy is attached and made a part of these minutes). The motion carried.
It was moved by Stanaway and seconded by Buria to approve Resolution #05-23; Authorizing The City of Mountain Iron To Make An Application To And Accept Funds From The IRRRB Trails Program (a copy is attached and made a part of these minutes). The motion carried.
It was moved by Stanaway and seconded by Prebeg to approve Resolution #06-23; Authorizing The City of Mountain Iron To Make An Application To And Accept Funds From The Culture And Tourism Grant Program From The Department Of IRRR (a copy is attached and made a part of these minutes). The motion carried.
It was moved by Prebeg and seconded by Buria to approve Resolution #07-23; Approving Plans and Specifications and Ordering Advertisement for Bids for Improvement Number MI22-CE (a copy is attached and made a part of these minutes). The motion carried (Yes: Anderson, Prebeg, Stanaway, and Buria; No: Roskoski).
It was moved by Buria and seconded by Roskoski to authorize the BG’s Bar & Grill to serve alcohol at the Schaefbauer wedding on Saturday, April 29, 2023, to be held at the Mountain Iron Community Center. The motion carried.
It was moved by Prebeg and seconded by Buria to authorize Valentini’s Supper Club in Chisholm to serve alcohol at The United Way of Northeaster Minnesota’s “Annual Campaign Celebration,” on Thursday, March 30, 2023, to be held at the Mountain Iron Community Center. The motion carried.
Announcement:
- Councilor Roskoski wanted to give condolences to the family and friends of Ashley Rinell
At 4:36p.m., it was moved by Prebeg and seconded by Buria that the meeting be adjourned. The motion carried (Yes: Anderson, Prebeg, Stanaway, and Buria; No: Roskoski).
