 MINUTES

MOUNTAIN IRON CITY COUNCIL

December 2, 2019

Mayor Skalko called the City Council meeting to order at 6:31p.m. with the following members present: Councilor Joe Prebeg Jr., Alan Stanaway, Julie Buria, Steve Skogman, and Mayor Gary Skalko. Also present were: Craig Wainio, City Administrator; Tim Satrang, Director of Public Works; Anna Amundson, Library Director/Special Events Coordinator; Amanda Inmon, Municipal Services Secretary; Al Johnson, City Engineer; and SGT Backman, Sheriff’s Department.  

It was moved by Skalko and seconded by Buria that the consent agenda be approved as follows:

  1. Add the following items to the agenda:
  2. A. 1. Advertise for Library Board vacancy
  3. Approve the minutes of the November 18, 2019, regular meeting as submitted.
  4. That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.
  5. To acknowledge the receipts for the period November 16-30, totaling $204,774.28 (a list is attached and made a part of these minutes).
  6. To authorize the payments of the bills and payroll for the period November 16-30, totaling $161,802.61 (a list is attached and made a part of these minutes).

The motion carried.  

Public Forum:

  • No one spoke during the forum

The Mayor reported on the following:

  • Happy belated birthday to Luella Anderson turned 92 on November 14th

It was moved by Skalko and seconded by Stanaway to advertise in the Hometown Focus and Mesabi Daily News for the vacancy on the Library Board, with applications due by Tuesday, December 24, 2019 by 11:30am to the Mountain Iron City Hall. The motion carried unanimously.

City Administrator:

  • Met with Representative from an Agency on Aging, which is ran through Arrowhead Regional Development Commission (ARDC)
  • Works with Seniors within the community to help them stay within their homes, help with paperwork for certain benefits
  • Contact City Hall for more information or ARDC (Duluth, MN)

Director of Public Works:

  • Widespread outage a couple weeks ago, with limited visibility
  • Please be aware of plows and sand trucks

It was moved by Prebeg and seconded by Skogman to approve the recommendation of the Parks & Recreation board and hire the following individuals to work as winter seasonal workers and rink attendants for the 2019/2020 season:

The motion carried.

Library Director/Special Events Director:

  • No formal report

Sheriff’s Department:

  • No formal report

City Engineer:

  • No formal report

It was moved by Prebeg and seconded by Buria to adopt Resolution #16-19; approving the 2019 Tax Levy, Collectable 2020, reflecting a 0% increase (a copy is attached and made a part of these minutes).  The motion carried on roll call vote (Yes: Prebeg, Stanaway, Skogman, Buria, and Skalko)

It was moved by Buria and seconded by to approve the 2020 proposed budget as presented with a 0% Tax Levy. The motion carried unanimously.

It was moved by Prebeg and seconded by Skogman to adopt Resolution #17-19; approving the 2020 market rate based referendum levy for the General Obligation Community Center Bonds and Interest (a copy is attached and made a part of these minutes).  The motion carried unanimously.

It was moved by Stanaway and seconded by Skogman to adopt Resolution #18-19; approving the 2020 Economic Development Authority (EDA) Tax Levy, (a copy is attached and made a part of these minutes).  The motion carried unanimously.

It was moved by Skogman and seconded by Buria to adopt Resolution #19-19; approving Community Development Block Grant Application, (a copy is attached and made a part of these minutes).  The motion carried unanimously.

It was moved by Stanaway and seconded by Skogman to approve the request from Jane Serrano, Holiday Inn Express & Suites, General Manager and upgrade their Liquor License to the next level allowing them to serve full strength beer. The motion carried unanimously.

It was moved by Buria and seconded by Stanaway to make Merritt Days an official City Celebration, with the Merritt Days Committee under the jurisdiction of the City of Mountain Iron. The motion failed on roll call vote (No: Prebeg, Stanaway, Skogman; Yes: Buria, Skalko).

Councilor Prebeg noted that the Shared Services Study came to a proposal earlier today at their meeting. Meeting to discuss proposal and information on December 16, 2019 at 5:30pm prior to next City Council meeting.

At 7:13p.m., it was moved by Skalko and seconded by Skogman that the meeting be adjourned. The motion carried.
