Mountain Iron Planning and Zoning Commission

February 10, 2025

Acting Chairperson Alan Stanaway  called the meeting to order at 6:30 p.m. with the following members present: Margaret Soyring, Steve Giorgi, Mayor Peggy Anderson, Jerry Kujala, Zoning Administrator. Absent: Jim Techar, Barb Fivecoate, Lauren Buffetta

Moved by Soyring supported by Giorgi to accept the Consent Agenda and minutes of the December 23, 2024 meeting. Motion carried. Absent: Techar, Fivecoate, Buffetta

 

Public Forum: Ed Roskoski pointed out that the wrong time was listed on the notice of public hearing in the Hometown Focus.

A representative of ICS Builds was in attendance to inquire about a variance for setback of the Northland Learning Center Building. After discussions it was determined that a variance will not be needed once permanent easements are in place.

Erika and Jason Strahan were in attendance to discuss a variance they are requesting for a front setback of a planned garage on their property. A public hearing will be set to hear the variance.

 

Moved by Soyring supported by Giorgi to close the regular meeting and open the public hearing.

The purpose of the Public Hearing is for the Planning and Zoning Commission to consider comments on a proposed City of Mountain Iron Floodplain Ordinance.

The City of Mountain has been working for the past year to review a Floodplain Ordinance drafted by the Minnesota Department of Natural Resources (DNR) to be consistent with MN Statues, Chapter 103F, parts 6120.5000 – 6120.6200, Title 44 59-78, FEMA technical bulletins and policies, as well as other state agency statutes and rules.

For Mountain Iron to continue to be eligible in the National Flood Insurance Program (NFIP) and to continue to issue permits within a floodplain, Mountain Iron is required to adopt a new floodplain ordinance by March 25, 2025, the date in which the new Flood Insurance Rate Map (FIRM) are effective.

The following are the reasoning to adopting a new Floodplain Ordinance:

Mountain Iron’s existing Floodplain Ordinance Chapter 151 was adopted on October 1, 2001 and amended on May 6, 2002, April, 2004, May 19, 2008 and April 6, 2009. This ordinance is out of date with current requirements.

Allows Mountain Iron to participate in the NFIP.

Mountain Iron received notification of final flood hazard determination in compliance with Tile 44 September 25, 2024.

Flood insurance rate maps have been updated.

Motion by Soyring supported by Giorgi to close the public hearing and reopen the regular meeting. Motion carried. Absent: Techar, Fivecoate, Buffetta

Moved by Giorgi, supported by Stanaway to request Administration provide an updated City of Mountain Iron Floodplain Ordinance with the recommended updates received from the Minnesota DNR and a Floodplain map to meet the March 25, 2025 deadline. Motion carried.Absent: Techar, Fivecoate, Buffetta

 

Moved by Giorgi, supported by Soyring to change the Planning and Zoning Meeting time to 6:00 p.m. effective with the next meeting. Motion carried. Absent: Techar, Fivecoate, Buffetta
