MINUTES

MOUNTAIN IRON CITY COUNCIL

January 2, 2018

 

Mayor Skalko called the City Council meeting to order at 6:3p.m. with the following members present: Joe Prebeg, Jr., Alan Stanaway, Steve Skogman, Susan Tuomela, and Mayor Gary Skalko. Also present were: Craig J. Wainio, City Administrator; Tim Satrang, Director of Public Works; Amanda Inmon, Municipal Services Secretary; Sally Yuccas, Library Director/Special Events Coordinator; Rod Flannigan, City Engineer; Bryan Lindsay, City Attorney and SGT John Backman, Sheriff’s Department.

 

It was moved by Skalko and seconded by Tuomela that the consent agenda be approved as follows:

 

  1. Approve the minutes of the December 18, 2017, regular meeting as submitted.

 

  1. That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.

 

  1. To acknowledge the receipts for the period December 16-31, 2017, totaling $1,168,251.26 (a list is attached and made a part of these minutes).

 

  1. To authorize the payments of the bills and payroll for the period December 16-31, 2017, totaling $343,977.12 (a list is attached and made a part of these minutes).

 

The motion carried.

 

Public Forum:

 

  • No one spoke during forum

 

The Mayor reported on the following:

 

  • Charitable gambling usage for future usage
    • Three functions only: youth organizations, military/veterans and non-profit organizations
  • Congratulations to those individuals inducted into the Mountain Iron-Buhl Basketball Hall of Fame
    • Bob Pernu
    • Dave Galovich
    • Steve Sutich
    • Martha Marshallton
    • Bob Swanson
    • Sadie Suomala

 

It was moved by Skalko and seconded by Prebeg to accept the change to the Planning and Zoning Commission, through natural attrition, making it a five member board instead of a seven member board. The motion carried.

 

It was moved by Skalko and seconded by Tuomela to appoint Alan Stanaway as Deputy Mayor for 2018. The motion carried with Councilor Stanaway abstaining.

 

It was moved by Skalko and seconded by Stanaway to designate The Trenti Law Firm as the City Attorneys for 2018. The motion carried.

 

It was moved by Skalko and seconded by Tuomela to designate Benchmark Engineering as the City Engineers for 2018. The motion carried.

 

It was moved by Skalko and seconded by Stanaway to appoint the Hometown Focus as the official newspaper for the City of Mountain Iron for 2018. The motion carried.

 

It was moved by Skalko and seconded by Skogman to set the regular City Council meetings for the first and third Mondays at 6:30 p.m. for 2018. The motion carried.

 

It was moved by Skalko and seconded by Stanaway to designate the City’s official depositories as the American Bank, Frandsen Bank, Wells Fargo Bank, US Bank, Twin City Federal, League of Minnesota Cities 4M Fund, Miller Johnson Steichen Kinnard, Inc., Morgan Stanley, Northland Securities, First National Bank of Buhl, and Federal Home Loan Bank, for 2018. The motion carried.

 

It was moved by Skalko and seconded by Skogman to re-appoint Jim Techar to serve on the Planning and Zoning Commission with his term expiring on December 31, 2020. The motion carried.

 

It was moved by Skalko and seconded by Skogman to re-appoint Margaret Soyring to serve on the Planning and Zoning Commission, with her term expiring on December 31, 2020. The motion carried.

 

It was moved by Skalko and seconded by Prebeg to re-appoint Mike Downs to serve on the Utility Advisory Board, with his term expiring on December 31, 2020. The motion carried.

 

It was moved by Skalko and seconded by Prebeg to re-appoint Jerry Kujala to the Park and Recreation Board, with his term expiring on December 31, 2020. The motion carried.

 

It was moved by Skalko and seconded by Prebeg to re-appoint Dennis Benz, to the Parks and Recreation Board, with his term expiring on December 31, 2020. The motion carried.

 

It was moved by Skalko and seconded by Tuomela to re-appoint Barbara Fivecoate to the Economic Development Authority, with her term expiring on December 31, 2022. The motion carried.

 

It was moved by Skalko and seconded by Stanaway to re-appoint Shannon Peterson to the Library Board, with her term expiring on December 31, 2020. The motion carried.

 

It was moved by Skalko and seconded by Stanaway to re-appoint Steve Hunter Jr. to the Public Safety and Health Board with his term expiring on December 31, 2020. The motion carried.

 

The City Administrator reported on the following:

 

  • Nothing to report

Director of Public Works:

  • Crews out removing snow, please make room and be careful around vehicles
  • Crews going around with bucket trucks inventorying transformers and other various items
  • With frost on the ground, lack of snow cover and extreme cold weather, no trickle order issued as of today, Tuesday, January 2nd

 

 

Library Director/Special Events Coordinator:

 

  • Tuesday, January 2nd, Adult, teenager and children’s reading program started
  • Tuesday, January 9th, “Storytime” from 10-2pm

 

Sheriff’s Department:

 

  • No formal report
    • Traffic accident numbers in MN are below 400, as low as they were in the 1940s
    • 1st year in history that opiate overdoses causing fatalities will surpass traffic accident numbers

 

City Engineer:

 

  • No formal report

 

It was moved by Skogman and seconded by Stanaway to accept the Request for Proposals (RFP) regarding a shared services study for Fire and EMS services for Mountain Iron, Virginia, Buhl, Kenney, Great Scott and Pike-Sandy. The RFP is needed in order to apply for a shared services grant for the study, after review approval is requested of the RFP by the City Council. The motion carried.

It was moved by Prebeg and seconded by Stanaway to authorize Sundberg Enterprises, LLC dba The Sawmill Saloon and Restaurant to serve food and alcohol at the RAMS Annual Dinner event scheduled for January 10, 2018 at the Mountain Iron Community Center. The motion carried.

 

It was moved by Prebeg and seconded by Tuomela to reschedule the January 15, 2017 meeting due to the Martin Luther King Jr. Remembrance Holiday to Tuesday, January 16th at 6:30pm. The motion carried.

 

The council reviewed the list of communications.

 

At 7:13p.m., it was moved by Skalko and seconded by Skogman that the meeting be adjourned. The motion carried.
