Regular Meeting Minutes
September 17, 2008
President Tony Zupancich called the Economic Development Authority meeting to order at 5:30 p.m. with the following members present: Barb Fivecoate, Allen Nelson, Alan Stanaway, Mary Jacobsen and Andrea Wilson. Absent: None. Also present was Executive Director, Craig J. Wainio
Consent Agenda: A motion was made by Tony Zupancich and supported by Bob Voss to approve the minutes and pay the bills as presented except to withhold payment of the Architectural Resources bill in the amount of $7,042.50. Motion passed unanimously by roll call vote.
Public Forum: None.
Committee and Staff Reports: Craig Wainio reported the following:
USX: Calls to Dennis Hendricks have gone unreturned.
The footings for the new hotel at Park Ridge are going in this week.
The Schlotec housing project is on the agenda for the IRRB meeting next Tuesday.
Unfinished Business: None
New Business:
Jeff and Joni Eichorn have abandoned the plan of developing the lot next to their existing lot due to the high site preparation costs.
Renewable Energy Park Plan: A conceptual plan of a proposed renewable energy park was reviewed. The conceptual plan will be forwarded to the Planning and Zoning Committee for their review.
Wetlands Report: The wetlands report for the parcels located in the NW ¼ of the SE 1/4 lying south of the power line and the NE ¼ of the SE ¼ lying west of the R.R. tracts in Section 12, Township 58, Range 18 was reviewed. Both parcels were found to be a wetland and would require a permit from the Army Corp of Engineers to proceed with any future development. Craig was asked to obtain information on the procedures and costs to develop the site.

Report from Gary Cerkvenik:
E Coli Bacterial Machine: The proposed E Coli machine is currently in testing with a pilot project.
Mountain Timber: Their JobZ status has been revoked for non-compliance however the non-compliance was a result of the delay caused by the MPCA permitting process. The Birchems have stated that they plan to move forward. No dates were available.
Renewafuels: The “NRRI” (UMD Natural Resources Institute) is getting closer to applying for some patents for renewable energy. Gary Cerkvenik will stay in touch with them.
Wind: The proposed wind project now has 3 months worth of wind data. The reports to date have been favorable. A right of way easement is being negotiated. State leases are needed. There is a lease in place with the DNR for the test towers.
A motion was made by Bob Voss and supported by Andrea Wilson to adjourn the meeting. Motion passed.
President, Tony Zupancich, adjourned the meeting at 6:05 p.m.
