March 6, 2007

President Tony Zupancich called the Economic Development Authority meeting to order at 5:30 with the following members present: Andrea Wilson, Bob Voss, Allen Nelson and Mary Jacobsen. Absent: Alan Stanaway and Barb Fivecoate. Also present was Executive Director, Craig J. Wainio.

A motion was made by Allen Nelson and supported by Bob Voss to accept the minutes of the February 7, 2007 meeting and to pay the bills as presented. Motion passed unanimously.

President, Tony Zupancich, opened the public forum.

Ed Roskoski asked questions regarding the proposed Business Subsidy Policy. He suggested the Preamble and Page 6, number 6 be left in tact. As there were no further public comments the public forum was closed.

Tony Zupancich reported on his communication with the State as to what we can legally require an employer to do when using JOBZ funds. Heather Rand said that it is illegal to require employers to hire Mountain Iron residents. The city can make requirements on how many employees will be hired. In light of the State input, it was recommended by Tony Zupancich to recommend to the City Council that the wording on page 6 be amended to reflect the State’s opinion.

The Purchasing policy for the E.D.A. was reviewed. A motion was made be Tony Zupancich and supported by Mary Jacobsen to change the E.D.A purchasing amount that no authority action would be required for expenditures up to $5,000. Motion passed unanimously. This policy would put the E.D.A. amount the same as the City Council.

Barb Fivecoate joined the meeting at 5:50 p.m.

All members were encouraged to participate in the upcoming Visioning Session to be held in conjunction with the Arrowhead Regional Development Commission.
