MINUTES
MOUNTAIN IRON CITY COUNCIL
October 21, 2024
Mayor Anderson called the City Council meeting to order at 6:30p.m. with the following members present: Councilor Ed Roskoski, Al Stanaway, Joe Prebeg Jr., Julia Buria and Mayor Peggy Anderson. Also, present were: Craig Wainio, City Administrator; Tim Satrang, Director of Public Works; Anna Amundson, Library Director/Special Events Coordinator; Amanda Inmon, Municipal Services Secretary; Al Johnson, City Engineer; and Bryan Lindsay, City Attorney.
It was moved by Buria and seconded by Stanaway the consent agenda be approved as follows:
- Approve the minutes of the October 7, 2024, regular meeting.
- That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.
- To acknowledge the receipts for the period October 1-15, $359,664.38 (a list is attached and made a part of these minutes).
- To authorize the payments of the bills and payroll for the period October 1-15, $332,536.33 totaling a list is attached and made a part of these minutes).
The motion carried with Councilor Prebeg absent.
Councilor Prebeg arrived at 6:33p.m.
Public Forum:

The Mayor reported on the following:
- Thank you, City Crew, for fixing several recent watermain breaks
City Administrator:
- Early voting is still open using the Absentee process – open until day before election
It was moved by Roskoski that the Mountain Iron City Administrator contact Virginia/MN Dot staff, as soon as possible, both about the following: please put back the lights at the bottom of the up ramps connecting 102/Mineral Ave with Highway 169, as there was in the past; also put back the light at the east end of Highway 169, where it merges with 16th Avenue to the south and Hoover Rd to the north, these areas has lights for a very long time and are now dangerous without them. Thank you from the Mountain Iron City Council. The motion failed due to lack of support.
Director of Public Works:
- Water line breaks along 169, due to hydrant flushing
- Sewer-jetting and crack-sealing in progress
It was moved by Buria and seconded by Prebeg to approve Pay Request No. 1 – Quad Cities Dewatering, in the amount of $177,465.56 to 2EZ Inc. DBA: Jola and Sopp Excavating, Inc., Eveleth, MN. The motion carried on roll call vote.
Library Director/Special Events Coordinator:
- Condolences to the family and friends of Marcia Bergquist
- Annual Halloween carnival

City Attorney:

It was moved by Prebeg and seconded by Roskoski to have the City Attorney investigate the ownership of said property and whether it is owned by the State, City Attorney can look at the records and try and find out who owns the property. Once the ownership is determined the servicing of the property and what needs to be done can be decided. The motion carried.
- Homeowners John Rimolde and Kevin Chinn spoke regarding the road they live on not being plowed, supposedly not a city/public street, but private road
Planning and Zoning Commission:
- Superior Fuel status, zoning questions and the site they currently occupy
- Status of outstanding administrative tickets that have been issued with no response from recipient(s)
It was moved by Roskoski and seconded by Buria for the City Attorney to put together a proper cease-and-desist letter, for Superior Fuel in regard to the property purchased at the intersection of County 103/Mud Lake Road-Highway 169. The motion carried.
It was moved Prebeg and seconded by Stanaway to authorize the City Attorney to file civil claims to enforce the Zoning codes on the four properties that were discussed. The motion carried.
It was moved by Prebeg and seconded by Buria to have a Committee of the Whole (COW) Meeting to review the 2025 Budget on Monday, November 4, 2024, at 5:00pm, at the Mountain Iron Community Center. The motion carried.
The Essentia Health Virgina Regional Foundation requests contribution for their 2024 Festival of Trees Foundation. It was moved by Prebeg and seconded by Stanaway to donate $500.00 to become a Bronze sponsor, for the Essentia Health Foundation for their 2024 Festival of Trees, monies to come out of the Charitable Gambling Fund. October 7, 2024
Mayor Anderson called the City Council meeting to order at 6:30p.m. with the following members present: Councilor Ed Roskoski, Al Stanaway, and Mayor Peggy Anderson. Also, present were: Craig Wainio, City Administrator; Amanda Inmon, Municipal Services Secretary; Al Johnson, City Engineer; and SGT Grant Toma, Sheriffs Dept. Absent members: Councilor Julia Buria and Councilor Joe Prebeg Jr.,
It was moved by Stanaway and seconded by Anderson the consent agenda be approved as follows:
- Approve the minutes of the September 16, 2024, regular meeting.
- That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.
- To acknowledge the receipts for the period September 16-30, $148,497.34 (a list is attached and made a part of these minutes).
- To authorize the payments of the bills and payroll for the period September 16-30, $688,805.52 totaling $a list is attached and made a part of these minutes).
The motion carried (Yes: Stanaway and Anderson; No: Roskoski) with Councilor Buria and Prebeg absent.
It was moved by Roskoski to amend the motion, to remove the bills from Napa Auto Parts in the amount of $176.00, and the bills from Pomp’s Tire in the amount of $290..00 from the consent agenda for separate consideration. The motion failed due to lack of support.

City Administrator:

It was moved by Roskoski that the City Administrator contact St. Louis County Head Road Engineer Jim Foldesi about the following, sixteen permanent residents are on Voss Road/County 372, there have been requests that the road be repaved with 4inches of asphalt, 15-16ft wide. The roadway culverts and ditches appear to flow fine, the roadbed is solid all year round. Please place this request on your road project schedule, thank you Mountain Iron City Council. The motion failed due to lack of support.
Sheriff’s Department:
- “Coffee with a cop” October 2nd from 11am-1pm at Adventures Restaurant – well received
City Engineering:

It was moved by Stanaway and seconded by Roskoski to approve Pay Request No. 1 – for the Drainage Improvement Project, in the amount of $81,088.20.00 for 2EZ Inc. DBA: Jola and Sopp Excavating, Inc., Eveleth, MN, with the approval of Change Order No. 1, with an increase of $15,471.00. The Change Order changes the amount to $102,526.00. The motion carried on roll call vote with Councilor Buria and Prebeg absent.
Fire Department:
- Reminder – dry Fall, follow the DNR’s recommendations for burning/burning permits
- Fire prevention week – multi department group rotating through the local Range Schools
It was moved by Stanaway and seconded by Roskoski to authorize the Soroptimist of Virginia a Temporary On-sale Liquor License, for their “Chick Flick” Fundraiser to be held on October 23, 2024, at the Cinema 6 Movie Theatre. The motion carried with Councilor Buria and Prebeg absent.

It was moved by Roskoski for the Sheriff’s Dept. to contact necessary St. Louis County Highway Staff, requesting signage near the Number 7/Sheldon Junction Intersection area, stating “No use of Jake/Jacob breaks before 8:00am.” The motion failed due to lack of support.
City Engineering:

City Attorney:

It was moved by Roskoski that Street and Alley Committee work with Benchmark Engineering to put together a plan with estimated cost for replacement of curb/gutter on Main Street from Mineral Avenue corner up to the alley just east of the Senior Center. This request will be available at the December 2, 2024, City Council meeting. The motion failed due to lack of support.
It was moved by Prebeg and seconded by Stanway to approve Resolution #15-24; Approving Proposed 2024 Tax levy, with a 3% increase, collectable in 2025 (a copy is attached and made a part of these minutes). The motion carried (Yes: Stanaway, Prebeg, Buria and Anderson; No: Roskoski).

Walker, Giroux, and Hahne, LLC. Representative, Tom Kelly discussed the City of Mountain Iron’s 2023 Audit, overall fund position and recommendations for the City.
It was moved by Roskoski and seconded by Prebeg to accept the 2023 Mountain Iron City Audit as presented, and make any recommend changes by Walker, Giroux & Hahne if not already implemented. The motion carried unanimously on roll call vote.

City Administrator:
- Next meeting – Preliminary levy – certified to County by September 30th
It was moved by Roskoski and seconded by Prebeg for staff to contact the Virginia MnDOT office as soon as possible, in regard to the down ramp from Highway 169 to County 102/Mineral Avenue. At the bottom, at the stop signs, there used to be room for two vehicles side by side, one going north bound and one going south bound between the painted side stripes. Now there is only room for one vehicle between the new painted stripe stripes. Please repaint the intersection in question with the side stripes the same distance between as before, you can go on any phone and look on Facebook and see how it used to be, and you drive there now and go why did they do it that way? The pavement is wide enough, but they put the stripes too close. The motion carried unanimously on roll call vote.
Director of Public Works:
- Pilot study at Wastewater Plant – completing and wrapping up study
- Wolf Park parking lot – work in progress
- Jetting sewers – jetter currently broken, currently delayed
- Crack sealing throughout by City crews
- East Mud Lake Lift Station project completed

It was moved by Prebeg and seconded by Buria to approve the estimate in the amount of $67,887.50 to Gulbranson Excavating Co., for the overhead to underground conversion along HWY 169 as proposed. This project is a strategic improvement for capacity and efficiency of the electrical system for the City. The motion carried unanimously on roll call vote.
Library Director/Special Events Coordinator:

It was moved by Roskoski that City Staff work with Benchmark Engineering to put together a plan with estimated cost for replacement of curb/gutter on Main Street from Mineral Avenue to the alley just east of the Senior Center. Fire Department:
- Community Steps program – thank you to all the surrounding Fire Departments, Police & Sheriff’s Departments and St. Louis County that helped make this program a success
- 900 pairs of shoes purchased since the beginning of the program
It was moved by Roskoski to accept the monthly Fire Department report as presented. The motion failed due to lack of support.
It was moved by Prebeg and seconded by Roskoski to approve Resolution #14-24; Application for Permit for Construction and Accept of Right-of-way Revision (a copy is attached and made a part of these minutes). The motion carried.
It was moved by Stanaway and seconded by Prebeg to authorize BG’s Bar & Grill to serve alcohol at the Deer Hunter’s Banquet on Saturday, September 14, 2024, to be held at the Mountain Iron Community Center. The motion carried.

It was moved by Roskoski, since the City of Mountain Iron has a million dollar plus spending street budget, that Staff work with Benchmark Engineering to put together a plan and budget to level the seven major dips along the Unity Drive route, from South Grove to the Canadian National Railroad tracks. The plan and budget is to be available at least by the end of 2024 to the City Council. The motion failed due to lack of support.

The MIB Quarterback Club requests contribution for their 2024 Ranger Football Season, for assistance in purchasing safety equipment, other football equipment as well as for defraying traveling expenses. It was moved by Prebeg and seconded by Buria to donate $250.00 to the MIB Quarterback Club for their 2024 Football Season, monies to come out of the Charitable Gambling Fund. The motion carried with Councilor Stanaway absent.

It was moved by Roskoski to amend the motion, to remove the bills from Parts City/Champion Auto in the amount of $1,050.00, Napa/Christenson in the amount of $769.00 and Taconite Tire in the amount of $1,235.00, from the consent agenda for separate consideration. The motion failed due to lack of support.
Public Forum:
- Brad Gustafson, Mountain Iron resident spoke regarding J-turn project, voiced support for the project
- Robert, Buhl resident, wife works at Super-One, travels the road daily, spoke regarding J-turn project, voiced support for round-about, much safter than current J-turn
- Barb Fivecoate, resident of Mountain Iron, spoke regarding J-turn project, voiced support for round-about, disastrous for those going to Virginia
- Steve Giorgi, Mountain Iron resident spoke regarding J-turn project, voiced negative support for project, recommends the City send it back to the drawing board for a better design
- Mark Madden, Fire Dept Chief, spoke regarding positive benefits of a J-turn at the intersection
The Mayor reported on the following:
- Thank you to all the residents who voiced their concerns, both positive and negative regarding the J-turn project
City Administrator:
- IRRRB meeting to discuss the distribution of the 2.5 million received for infrastructure and South Grove complex
Director of Public Works:
- Working on replacing the turn-back lighting that is Downtown that was destroyed during storm
- City Crews out painting crosswalks, jetting sewers and flushing hydrants
- Thank you to Vern’s Greenhouse for donating the flower-towers displayed at City Hall
Library Director/Special Events Coordinator:
- Summer reading program ended July 29th
- National Night out – Tuesday, August 6th – hosted at 3 locations
- Locomotive Park
- Mesabi Fit
- East Range Technology
City Engineering:
- Jola & Sopp/2 Easy Excavating ditching project – preconstruction meeting next step
- Jola & Sopp watermain project starting in spring 2025 – waterline downtown to County Rd 102
Sheriff’s Department:
- Opinion regarding J-turn – no inherent engineering flaw, average about 2 ½ crashes a year over a 10-year period, history doesn’t show it’s a bad intersection, however, there is always a possibility of a severe injury and as Engineers stated J-turns do limit injuries
Fire Department:
- Community Steps program – 5th year, partnering with Advocates for Family Peace and AEOA
- Roughly 85 shoes purchased thus far
- Two more events scheduled – August 15th & August 27th
- National Night Out – crews going to all 3 locations, Fire Prevention & giveaways
- First Responder calls were at 83% for the month of July 2024

It was moved by Prebeg and seconded by Stanaway to approve Resolution #09-24; Approval of the US 169 at CSAH 103(Mud Lake Rd)/CSAH 109 (Nichols Ave) J-Turn Project St. Louis County Project Numbers: SP 069-070-073/CP 0103-677359, MNDOT Project Number: SP 6935-100 (a copy is attached and made a part of these minutes). The motion failed (No: Roskoski, Buria and Anderson; Yes: Stanaway and Prebeg).
- Discussion ensued regarding J-turn project, positive and negative benefits
It was moved by Stanaway and seconded by Prebeg to approve the Special Events Permit presented from B.G.’s Bar & Grill for an Outdoor Band to perform at their location at 5494 Highway 7, Virginia, MN for August 8, 2024. The motion carried.
It was moved by Roskoski and seconded by Buria to approve the request as presented by the Merritt Days Committee for road closures/barricades beginning Friday, August 9, 2024, at 12:00pm – Sunday, August 11, 2024, at 7:00am Merritt Days Celebration:
- Mountain Avenue from Locomotive Park (north) to the alley behind Benchmark Engineering (south)
- Main Street from Slate Street (west) to Marble Avenue (east) with barricades on the adjoining alleys along Main Street

Mayor Anderson called the City Council meeting to order at 6:30p.m. with the following members present: Councilor Ed Roskoski, Al Stanaway, Joe Prebeg Jr., and Mayor Peggy Anderson. Also, present were: Craig Wainio, City Administrator; Tim Satrang, Director of Public Works; Amanda Inmon, Municipal Services Secretary; Al Johnson, City Engineer; and SGT Grant Toma, Sherriff’s Dept. It was moved by Prebeg and seconded by Stanaway the consent agenda be approved as follows:
- Approve the minutes of the July 1, 2024, regular meeting.
- That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.
- To acknowledge the receipts for the period July 1-15, $1,219,357.98 (a list is attached and made a part of these minutes).
- To authorize the payments of the bills and payroll for the period July 1-15, totaling $453,536.14 a list is attached and made a part of these minutes).
