MOUNTAIN IRON CITY COUNCIL

November 1, 2021

Mayor Anderson called the City Council meeting to order at 6:36p.m. with the following members present: Councilor Ed Roskoski, Julie Buria, Joe Prebeg Jr. and Mayor Peggy Anderson. Also present were: Craig Wainio, City Administrator; Tim Satrang, Director of Public Works; Anna Amundson, Library Director/Special Events Coordinator; Amanda Inmon, Municipal Services Secretary; Al Johnson, City Engineer; Bryan Lindsay, City Attorney; and Kevin Friebe, Sheriff’s Department. Absent members: Councilor Steve Skogman.

It was moved by Prebeg and seconded by Buria that the consent agenda be approved as follows:

  1. Approve the minutes of the October 18, 2021, regular meeting as submitted.
  2. That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.
  3. To acknowledge the receipts for the period October 16-31, totaling $236,922.92 (a list is attached and made a part of these minutes),
  4. To authorize the payments of the bills and payroll for the period October 16-31, totaling $455,338.76 (a list is attached and made a part of these minutes).

Public Forum:

  • Mary Pernu, owner of 5623 Oriole Avenue, spoke regarding the public nuisance violation located at her property, along with lack of utilities and RV/Campers at location

It was moved by Buria and seconded by Prebeg to accept the recommendation of City Staff and approve the purchase of six Franklin 4-station election-voting booths from Inclusion-Solutions in the amount of $5,643.70, to replace the ones that were damaged at Nichols Town Hall. The motion carried on roll call vote (4:0) with Councilor Skogman absent.

It was moved by Prebeg and seconded by Buria to maintain the City of Mountain Iron’s current coverage, thus not waiving the monetary limits on municipal tort liability established by MN Statute Section 466.04, and to approve the Liability Coverage with the League of Minnesota Cities. The motion carried with Councilor Skogman absent.

It was moved by Prebeg and seconded by Buria to approve the recommendation of City Staff and approve Version #1 of Minnesota Power’s Scope at Heliene, at the estimated amount of $21,350. The motion carried on roll call vote (4:0) with Councilor Skogman absent.

It was moved by Buria and seconded by Roskoski to approve the recommendation of the City Staff and approve the proposal from Range Cornice & Roofing for the installation of new gutters and downspouts on the Northeast, North and South side of the Community Center/City Hall building, in the amount of $5,551.00. The motion carried on roll call vote (4:0) with Councilor Skogman absent.

Councilor Prebeg amended his motion to correct the location from Wastewater to Water Treatment Plant. The motion and amended motion carried on roll call vote (4:0) with Councilor Skogman absent.

It was moved by Prebeg and seconded by Buria to approve the recommendation by the Personnel Committee, and promote Mr. David Mazzeo to the position of Equipment Operator as outlined in the collective bargaining agreement. The motion carried (3:1) with Councilor Roskoski objecting and Councilor Skogman absent.

It was moved by Prebeg and seconded by Buria to approve the recommendation by the Personnel Committee, and authorize the posting and advertising for two Laborer positions, which are currently open. The motion carried (3:1) with Councilor Roskoski objecting and with Councilor Skogman absent.

It was moved by Prebeg and seconded by Buria to approve the Electric Service Territory Agreement as presented between the City of Mountain Iron and Lake Country Power. The motion carried (3:0) with Councilor Roskoski abstaining and Councilor Skogman absent.

This amount includes a 5% retainage. The motion carried on roll call vote with Councilor Skogman absent (4:0).

It was moved by Buria and seconded by Prebeg to approve Pay Request No. 8 – for the Water Filter Replacement Project – Water Treatment Plant, in the amount of $38,748.36, to Magney Construction, Inc. Chanhassen, MN. This amount includes a 5% retainage. The motion carried on roll call vote with Councilor Skogman absent (4:0).

Fire Department Report:

  • Fire Prevention week started at the Mountain Iron-Buhl School this week

It was moved by Prebeg and seconded by Roskoski to approve the recommendation by the Personnel Committee, which has reviewed the performance of Interim Fire Chief Mark Madden and based upon that review, recommends that the City Council remove the “Interim” label. The motion carried with Councilor Skogman absent.

It was moved by Prebeg and seconded by Buria to approve the recommendation by the Personnel Committee, with the current Equipment Operator position becoming vacant at the end of the week, recommends that the City Council authorize the internal posting for the position of Equipment Operator, as specified in the Collective Bargaining Agreement. Applications will be accepted until 4:00pm, October 15, 2021 at City Hall. The motion carried (3:1) with Councilor Roskoski objecting and Councilor Skogman absent.

It was moved by Roskoski and seconded by to amend the motion to include basic carpentry, concrete work, building painting, simplistic wielding, and simplistic wielding repair to the list of descriptions for the hiring of Equipment Operator. The applicant should have proof or documentation for added list of descriptions. The amended motion failed due to lack of support.

It was moved by Prebeg and seconded by Buria to approve the recommendation of Staff, having City Council declare 5623 Oriole Avenue in violation of Chapter 96 Nuisance of the City of Mountain Iron and pursuant to Section 96.23. It is recommended that a Hearing be scheduled for 6:00pm on Monday, November 1, 2021. The motion carried with (3:1) Councilor Roskoski objecting and Councilor Skogman absent.

It was moved by Roskoski and seconded by to donate $150.00, $75.00 for the yearbook page, and another $75.00 for them to do with as they see fit to complete their project, to the Mountain Iron-Buhl Yearbook, monies to come from the Charitable Gambling Fund. The motion failed due to lack of support.

Councilor Roskoski discussed his opinion that all of the prior communications were not listed and should be, communications such as MN Dept. of Health Mountain Iron Water report, MN Taconite Aid amount, Tri-City Bio-solids 2022 budget, Bio-Solids Authority 2022 Budget, MN Dept. of Education Public Library 2022 Budget, Range Recreations Civics Center 2022 Budget. Discussion regarding the Merritt Days expenditures ensued, with the City Attorney citing his professional opinion on interpreting the expenditures and if they are permissible or not. Councilor Buria states that money spent for Merritt Days is not transparent, and does believe that spending $20,000 is unacceptable, is not justifiable, does not believe a week is acceptable. The motion carried (3:1) with Councilor Buria objecting and Councilor Skogman absent.

  • Building being constructed in Rock Ridge area will house a T-Mobile and an un-named business

It was moved by Roskoski and seconded by Buria to approve the annual agreement with our energy provider and service provider, Arrowhead Economic Opportunity Agency (AEOA), for the Energy Assistance Program (EAP) to help assist residents with utility payments for electricity, for the upcoming heating season starting October 1, 2021. The motion carried with Councilor Skogman absent.

It was moved by Prebeg and seconded by Buria to approve Resolution #16-21; setting the Economic Development Authority tax levy for 2022. This Resolution reflects a levy of the same amount as last year, which generates approximately $12,000 for the EDA (a copy is attached and made a part of these minutes). The motion carried with Councilor Skogman absent.

It was moved by Prebeg and seconded by Buria to approve Resolution #17-21; approving the Proposed 2021 Tax levy, with a 3% increase, collectable in 2022, which must be certified to the County by September 30th (a copy is attached and made a part of these minutes). The motion carried (3:1) with Councilor Roskoski objecting and Councilor Skogman absent.

It was moved by Roskoski and seconded by Prebeg to authorize the Soroptimist of Virginia a Temporary On-sale Liquor License, for their “Chick Flick” Fundraiser to be held on October 20, 2021 at the Cinema 6 Movie Theatre. The motion carried with Councilor Skogman absent.

September 7, 2021

Mayor Anderson called the City Council meeting to order at 6:30p.m. with the following members present: Councilor Ed Roskoski, Julie Buria and Mayor Peggy Anderson. Also present were: Craig Wainio, City Administrator; Tim Satrang, Director of Public Works; Amanda Inmon, Municipal Services Secretary; Anna Amundson, Library Director/Special Events Coordinator; Al Johnson, City Engineer; Bryan Lindsay, City Attorney; and Kevin Friebe, Sheriff’s Department. Absent members: Councilor Steve Skogman and Councilor Joe Prebeg Jr.

It was moved by Buria and seconded by to table the expenditures related to Merritt Days, until the Council can meet with the City Attorney, to determine what is and what is not permissible for money spent during Merritt Days and consent the rest of the agenda. The motion failed due to late of support from a second, with Councilor Skogman and Councilor Prebeg absent.

It was moved by Roskoski and seconded by Anderson that the consent agenda be approved as follows:

  1. Approve the minutes of the August 16, 2021, regular meeting as submitted.
  2. That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.
  3. To acknowledge the receipts for the period August 16-31, totaling $223,284.67 (a list is attached and made a part of these minutes),
  4. To authorize the payments of the bills and payroll for the period August 16-31, totaling $571,292.12 (a list is attached and made a part of these minutes).

Discussion ensued between Council members and Mayor regarding Merritt days spending. Councilor Buria stated that she would approve the bills for the City, only if the expenditures regarding Merritt Days were removed.

Councilor Roskoski asked that “MN Power contractor,” be added to acknowledge that they will be working with City on Mountain Iron’s electrical distribution system upgrades. The motion carried with Councilor Skogman and Councilor Prebeg absent.

  • Commend the Mountain Iron Fire Department on their success with the Department’ First Annual “Community Steps” event, which helps children from lower-income families by providing shoes to K-12 Iron Range students

Mayor Anderson called the City Council meeting to order at 6:30p.m. with the following members present: Councilor Ed Roskoski, Julie Buria, Joe Prebeg Jr. and Mayor Peggy Anderson.   • Roskoski spoke regarding safety at the intersection on County Road 169 and County Road 7. Several people have had this happen to them when they were turning in this intersection from County 7 onto County 169, marked turn arrows on the road are not big enough; there is no center turn arrows marked. Drivers are not following the arrows correctly, there is only one turn lane, not two. Diagram being presented at Public Health & Safety Board, it is recommended that the County be contacted so that arrows can be properly marked, with the additional center arrow.

The Mayor reported on the following:

  • Big thank you to the all-volunteers Merritt Days Committee that helped throughout Merritt Days. Also big thanks to the Fire Department, Sheriff’s Department, Mrs. Amundson and City Crew for all the help and work.

It is more worse on the Kujala Apartment side than the other side, both the City Engineer and Director of Public Works should look at this area, to look at what can be done and the cost, possibly phased in with another project being done around town.
  • Councilor Roskoski presented a report/drawing regarding safety, accidents and the traffic crossing at the intersection of Highway 169 and Highway 109/Nichols Avenue, after a brief discussion with SGT Friebe

  2. City of Mountain Iron’s application to the 2021 Local Trail Connections Program has been selected for funding, with a reimbursement grant of $150,000, from the Minnesota Department of Natural Resources, Division of Parks and Trails.

MOUNTAIN IRON CITY COUNCIL

June 21, 2021

Mayor Anderson called the City Council meeting to order at 6:30p.m. with the following members present: Councilor Joe Prebeg Jr., Ed Roskoski, and Mayor Peggy Anderson. Also present were: Craig Wainio, City Administrator; Tim Satrang, Director of Public Works; Amanda Inmon, Municipal Services Secretary; Anna Amundson, Library Director/Special Events Coordinator; Al Johnson, City Engineer; Kevin Friebe, Sheriff’s Department and Bryan Lindsay, City Attorney. Absent members: Councilor Steve Skogman and Councilor Julie Buria.

It was moved by Prebeg and seconded by Roskoski that the consent agenda be approved as follows:

  1. Approve the minutes of the June 07, 2021, regular meeting as submitted.
  2. That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.
  3. To acknowledge the receipts for the period June 1-15, totaling $264,594.23 (a list is attached and made a part of these minutes),
  4. To authorize the payments of the bills and payroll for the period June 1-15, totaling $556,103.49 (a list is attached and made a part of these minutes).

The motion carried with Councilor Skogman and Councilor Buria absent.

Public Forum:

  • No one spoke during the public forum

The Mayor reported on the following:

  • Congratulations and best wishes to all of the Mountain Iron-Buhl 2021 graduates

City Administrator:

  • Fire at Nichols Town Hall roughly 10 days ago, fire still under investigation
  • State Fire Marshall and Insurance Agency have been on site, in addition to City Crews and Service Master

Director of Public Works:

  • Large Trash pickup, June 21st – July 2nd
  • Next month, curbside recycling will start again
  • Power outage recently
  • Patching holes throughout town

It was moved by Roskoski and seconded by Anderson to hire the following as summer temporary employees, Paris Pontinen and Cody Maki for the Public Works/Public Utilities Department. The motion carried with Councilor Skogman and Councilor Buria absent.

Library Director/Special Events Coordinator:

  • “Meet Up & Chow Down,” sponsored by United Way of Northeastern MN
  • Monday, June 7th – Thursday, September 3rd
  • Pickup 12:00pm – 1:00pm
  • Free to all Youth (ages 1-18)
  • Summer Reading program

Sheriff’s Department:

  • State Fire Marshall has lead on fire at Nichols Town Hall, Investigators from Virginia Office assisting

City Engineer:

  • No formal report

It was moved by Prebeg and seconded by Anderson to approve Pay Request No. 4 – for the Filter Replacement – Water Treatment Plant, in the amount of $196,776.83, to Magney Construction, Inc. Chanhassen, MN. This amount includes a 5% retainage. The motion carried unanimously on a roll call vote with Councilor Skogman and Councilor Buria absent.

It was moved by Prebeg and seconded by Roskoski approve Pay Request No. 3 –  Final for the Water Tower Improvement Project, in the amount of $41,022.50 to Viking Industrial Painting LLC,  Omaha, NE. The motion carried unanimously on a roll call vote with Councilor Skogman and Councilor Buria absent.

City Attorney:

  • No formal report

It was moved by Prebeg and seconded by Roskoski to approve the recommendation of the Personnel Committee and hire Julia Knapper to the Mountain Iron Fire Department as a paid on call firefighter, contingent on physical and background check. The motion carried unanimously with Councilor Skogman and Councilor Buria absent.

Liaison:

  • Merritt days Celebration, Sunday, August 8th – Saturday, August 14th
  • Raffles, Car Show, “Larry Nanti” Run/walk, Parade, Fiddle Championship, Treasure Hunt, Food Vendors, Kids Corner, Family Day at West II Rivers Campground, Bingo, Street Dance, Live Music and Bands plus much more

It was moved by Roskoski and seconded by Prebeg to approve Resolution #11-21; Accepting the Coronavirus Local Fiscal Recovery Fund Established under the American Rescue Plan Act. The motion carried unanimously with Councilor Skogman and Councilor Buria absent.

It was moved by Prebeg and seconded by Roskoski to reschedule the Monday, July 5, 2021 meeting due to the 4th of July Holiday to Tuesday, July 6, 2021 at 6:30pm in the Iroquois Room, at the Mountain Iron City Hall. The motion carried unanimously with Councilor Skogman and Councilor Buria absent.

Announcements:

  • Merritt Days Committee meeting on Thursday, July 8th @ 6:00pm, Mountain Iron-Buhl High school Commons area (use door #4)

At 7:07p.m., it was moved by Roskoski and seconded by Prebeg that the meeting be adjourned. The motion carried unanimously with Councilor Skogman and Councilor Buria absent.
