MOUNTAIN IRON CITY COUNCIL

March 21, 2022

Mayor Anderson called the City Council meeting to order at 6:30p.m. with the following members present: Councilor Ed Roskoski, Julie Buria, Joe Prebeg Jr. and Mayor Peggy Anderson. Also present were: Craig Wainio, City Administrator; Tim Satrang, Director of Public Works; Anna Amundson, Library Director/Special Events Coordinator; Amanda Inmon, Municipal Services Secretary; Al Johnson, City Engineer; Bryan Lindsay, City Attorney; and Grant Toma, Sheriff’s Department. Absent members: Councilor Steve Skogman.

It was moved by Buria and seconded by Prebeg that the consent agenda be approved as follows:

  1. Approve the minutes of the March 7, 2022 regular meeting as submitted.
  2. That the communications be accepted and placed on file and those requiring further action by the City Council be acted upon during their proper sequence on the agenda.
  3. To acknowledge the receipts for the period March 1-15, totaling $1,028,702.05 (a list is attached and made a part of these minutes),
  4. To authorize the payments of the bills and payroll for the period March 1-15, totaling $182,159.94 (a list is attached and made a part of these minutes).

  • Congratulations to the MIB Boys & Girls Basketball team on their successful season
  • City of Mountain Iron Wastewater Treatment Plant and Operators received a Certificate of Accommodation for the Wastewater Treatment Facility Operational Award, in recognition of exceptional compliance with its Minnesota Pollution Control Agency (MPCA), NPDS/SDS for the 2021 review period

It was moved by Prebeg and seconded by Buria to approve Pay Request No. 9 – for the Filter Replacement – Water Treatment Plant, in the amount of $9,053.03, to Magney Construction, Inc. Chanhassen, MN, payment contingent on receiving IC134 forms. The motion carried unanimously on roll call vote with Councilor Skogman absent.

Liaison:

  • Street and Alley Committee met, discussed the street in front of the UPS area, recommending feasibility study to garner costs and recommendations for improvement

It was moved by Prebeg and seconded by Buria to approve Resolution #03-22; Authorizing the City of Mountain Iron to make an Application to and Accept Funds from the Culture and Tourism Grant Program from the Department of IRR (a copy is attached and made a part of these minutes). The motion carried with Councilor Skogman absent.

It was moved by Buria and seconded by Prebeg to approve Resolution #04-22; Ordering Preparation of Report on Improvement, (a copy is attached and made a part of these minutes). The motion carried with Councilor Skogman absent.

It was moved by Roskoski and seconded by Prebeg to authorize Sundberg Enterprises, LLC dba: The Sawmill Saloon and Restaurant to serve alcohol at the Iron Range Recreation Association event on Saturday, March 26, 2022, to be held at the Mountain Iron Community Center. The motion carried with Councilor Skogman absent. 

It was moved by Prebeg and seconded by Buria to accept, with sincere regret, the resignation of Stephen Skogman, from his position on the Mountain Iron City Councilor effective immediately. The motion carried with Councilor Skogman absent.

  • Big Thank you and best wishes to Councilor Skogman, for his dedication, service and commitment to the City and its residents throughout the years, he will be greatly missed on the Council/Boards.

It was moved by Prebeg and seconded by Buria to accept the resignation of Scott Novak, from his position as a Journeyman Lineman for the City of Mountain Iron, effective March 4, 2022. The motion carried with Councilor Skogman absent.

It was moved by Prebeg and seconded by Roskoski to donate $250 to the Merritt Elementary PTA, for their “7th Annual Kid Fit Carnival,” to be held on Friday, May 13, 2022, monies to come from Charitable Gambling Fund. The motion carried roll call vote with Councilor Skogman absent.

At 6:54p.m., it was moved by Buria and seconded by Prebeg that the meeting be adjourned. The motion carried with Councilor Skogman absent.

It was moved by Roskoski and seconded by to accept the Fire Department report as presented. The motion failed due to lack of support.

It was moved by Prebeg and seconded by Roskoski to donate $250 to the Quad City Food-shelf, monies to come from Charitable Gambling Fund. The motion carried roll call vote with Councilor Skogman absent.

  • Frost measurements are roughly 60 inches, do not see it getting any worse
  • Delay in snow removal, crews out removing snow, please be patient and if possibly remove vehicles from the streets

It was moved by Prebeg and seconded by Roskoski to approve Pay Request No. 4 – for the Proposed Well #3 project in the amount of $15,941.00, to Bougalis Inc., Hibbing, MN. This amount includes a 5% retainage. The motion carried on roll call vote (4:0) with Councilor Skogman absent.

Fire Department:

  • Low response time for First Responders, due to a large number of day-time, week-day call-outs two First responders out with COVID, as well as responders currently in EMT classes
  • Fire Department has had several auto accident call-outs
  • Fire department training conducted “live” burn training at a house located on Mud Lake Road, thank you to all those that helped with this training, including City Crew

It was moved by Roskoski and seconded by to accept the the Mountain Iron Fire Department report as presented. The motion failed due to lack of support.

It was moved by Prebeg and seconded by Buria to approve the recommendation of the Personnel Committee and hire Dean Ronkainen to the Mountain Iron Fire Department as paid on call firefighters, contingent on physical and background check. The motion carried with Councilor Skogman absent.

It was moved by Roskoski and seconded by Prebeg to reschedule the Monday, February 21, 2022 meeting due to the Presidents Day Holiday to Tuesday, February 22nd at 6:30pm at the Mountain Iron City Hall. The motion carried with Councilor Skogman absent.

It was moved by Prebeg and seconded by Buria to donate $250.00 to the Mountain Iron-Buhl Archery, funds helping with the purchase of equipment and program continuation, monies to come from the Charitable Gambling Fund. The motion carried on roll call vote (4:0) with Councilor Skogman absent.

It was moved by Roskoski and seconded by Buria to accept the proposal from Magney Construction in the amount of $13,811.50 and Stevens Welding & Fabricating LLC in the amount of $8,268.68, to repair the hoist at the City Garage. The motion carried (4:0) with a roll call vote with Councilor Skogman absent.

It was moved by Prebeg and seconded by Buria to accept the quoted proposal from Mesabi Glass, Window & Door, in the amount of $13,010.00, to replace the window, roof access door and fluoride room door at the City Water Treatment Facility. The motion carried (4:0) with a roll call vote with Councilor Skogman absent.

It was moved by Prebeg and seconded by Roskoski to accept the Audit proposal from Walker, Giroux, & Hahne to perform the 2021 Audit. The proposal price includes $27,180 for the Governmental Funds and $11,820 for the Enterprise Funds. The motion carried (4:0) with a roll call vote with Councilor Skogman absent.

It was moved by Prebeg and seconded by Buria to authorize Sundberg Enterprises, LLC dba: The Sawmill Saloon and Restaurant to serve alcohol at the AEOA event on Saturday, February 26, 2022, to be held at the Mountain Iron Community Center. The motion carried with Councilor Skogman absent.

It was moved by Roskoski to amend the motion to include with the official newspaper be the Hometown Focus, “to have the City Council meeting minutes published in the Hometown Focus and/or Mesabi Tribune.” Other communities around the Iron Range do this, and several people have requested this, due to the lack of Mediacom and lack of good computer access. The amended motion failed due to lack of support.

It was moved by Anderson and seconded by Buria to accept the following individuals to Boards as follows:

-to re-appoint Barb Fivecoate to serve on the Planning and Zoning Board

-to appoint Peggy Anderson to fill Councilor Skogman’s position on the Planning and Zoning Board

Mayor Anderson called the City Council meeting to order at 6:30p.m. with the following members present: Councilor Ed Roskoski, Julie Buria, Joe Prebeg Jr. and Mayor Peggy Anderson. Also present were: Craig Wainio, City Administrator; Tim Satrang, Director of Public Works; Anna Amundson, Library Director/Special Events Coordinator; Amanda Inmon, Municipal Services Secretary; Al Johnson, City Engineer; Bryan Lindsay, City Attorney; and Grant Toma, Sheriff’s Department. Absent members: Councilor Steve Skogman.

It was moved by Prebeg and seconded by Buria to accept the recommendation of the Personnel Committee and offer the Mechanic position to Mr. Nathan Welch, employment is contingent upon passing of physical, background check, drug and alcohol test. The motion carried with Councilor Skogman absent.

It was moved by Prebeg and seconded by Buria to authorize Sundberg Enterprises, LLC dba: The Sawmill Saloon and Restaurant to serve alcohol at the RAMS Annual Dinner on Wednesday, December 29, 2021, to be held at the Mountain Iron Community Center. The motion carried with Councilor Skogman absent. 

It was moved by Prebeg and seconded by Buria to approve Resolution #25-21; Authorizing the issuance and sale of General Obligation Revenue Note, Series 2022A, and providing for its payment (a copy is attached and made a part of these minutes). The motion carried with Councilor Skogman absent.

It was moved by Prebeg and seconded by Roskoski to approve the recommendation of the Personnel Committee and hire Mr. Curtis Schramm, to the Mountain Iron Fire Department as paid on call firefighter, contingent on physical and background check. The motion carried with Councilor Skogman absent.

The Mountain Iron-Buhl High School Class of 2022 requests contribution for their 2022 Annual Chemical-Free All Night Grad Party. It was moved by Roskoski and seconded by Prebeg to donate $500 to the Mountain Iron-Buhl High School Class of 2022 for their “35th Annual Chemical – Free All Night Graduation Party,” monies to come out of the Charitable Gambling Fund. The motion carried (4:0) on a roll call vote with Councilor Skogman absent.

The MIB Hoops Club requests contribution for their 2021-2022 MIB Basketball Team. It was moved by Prebeg and seconded by Roskoski to donate $250 to the MIB Basketball Team for their 2021-2022 Season, monies to come out of the Charitable Gambling Fund. The motion carried (4:0) on a roll call vote with Councilor Skogman absent.

It was moved by Roskoski and seconded by Buria to accept the recommendation of the Parks & Recreation Board to authorize the advertisement for seasonal/part-time winter workers for Rink Attendants for the upcoming season. Applicants must be 16 years of age or older, application deadline is Tuesday, November 30, 2021 by 4:00pm to City Hall. The motion carried.

It was moved by Prebeg and seconded by Buria to approve the agreement as presented with Essentia Health-Virginia, for the City of Mountain Iron Community Center to become an alternate care site in the event of an emergency evacuation. The motion carried with Councilor Skogman absent.
